He thinks he cannot tell Vicente "no". He cannot tell Us, "Get out here and protest in mass." so he figures if he pushes us enough then we'll get out there and then he will be forced to stand up for the laws of our country.
Besides, there is no telling what kind of threats Mexico has put on him, allowing terrorists in or ANY number of things.
America IS being held hostage by Mexico. That is FOR SURE. And at this moment in time, President Bush DOES negotiate with terrorists.
