More Than 14 Killed, 14-Plus Wounded After Up to 3 Shooters Open Fire: San Bernardino Police Chief

POSTED 11:19 AM, DECEMBER 2, 2015, BY TRACY BLOOM AND MELISSA PAMER, UPDATED AT 02:26PM, DECEMBER 2, 2015

More than 14 people were killed and more than 14 were injured when up to three shooters opened fire with long guns inside the Inland Regional Center in San Bernardino late Wednesday morning, according to the city’s police chief.

The shooters remained at large, and investigators do not know what their motive was, Chief Jarrod Burguan said at a 2 p.m. news conference.

“We do not know if this is a terrorist incident,” said David Bowdich, who directs the FBI’s Los Angeles Field Office.

The call first came in at 10:59 a.m. of multiple shots fired from the area of 1365 S. Waterman Ave., San Bernardino Police Department Lt. Richard Lawhead said. The department’s SWAT team was training nearby and was suited, “ready to roll” and responded rapidly, Lawhead said.

A man who received a call from his daughter as she huddled in a bathroom while hearing gunfire told KTLA that the shooting was inside a holiday or awards party attended by San Bernardino County employees.

Video from the scene showed multiple people being placed on stretchers amid a triage area on the street. People were seen being escorted away from the shooting scene.

Burguan said that preliminary numbers indicated upwards of 14 people were killed and more than 14 were injured in the shooting at the Inland Regional Center, which he called a “massive facility.”

“Up to three people had entered the building and opened fire on people inside the building,” Burguan said. “Information that I think is probably the most reliable at this point is that the suspects have fled, potentially in a dark-colored SUV.”

Burguan said it was not clear if the incident occurred at a meeting or a holiday luncheon or some other type of event. The victims seemed to all be in one area of the facility, which hosts both state and county employees, as well as a number of organizations, he said.

Witnesses told police that they saw three men with long rifles get into a black SUV and exit the parking lot, CNN reported, citing a law enforcement source. Burguan said preliminary information indicated the shooters “came prepared” and were armed with long guns, not handguns.

The specific type of weapons used had not been confirmed, and none were recovered at the scene, the chief said.

While the SWAT Team cleared the building, a bomb squad located a suspicious package on the center’s second floor, a source told CNN.

The package was determined “not normal” by an explosive ordnance disposal team, and a robot would be sent in to handle it, the news network reported.

As the active shooting situation unfolded, sheriff’s officials were warning people to avoid the area.

A “hard closure” was in effect at Orange Show Road / Waterman Avenue and Park Center Circle in San Bernardino, the Sheriff’s Department tweeted.

SWAT officers were on the scene ensuring there was no active threat, Lawhead told KTLA, but he said he was not sure if a shooter or multiple shooters were still active.

The FBI and the federal Bureau of Alcohol, Tobacco and Firearms were responding.

A triage center has been set up in the 1300 block of Waterman. Personnel from the county and city’s fire departments were triaging and treating the victims.

A spokesperson from Loma Linda University Medical Center said confirmed just after 1 p.m. that four adult patients were being treated there, and that at least three more were expected.

She could not provide the condition of the patients.

Arrowhead Regional Medical Center was treating six patients, according to a tweet from the county.

It was unknown how many people were in the Inland Regional Center at the time of the incident.

Nearly 670 staff members provide services to 30,200 people with developmental disabilities and their families in San Bernardino and Riverside counties, according to the center’s Facebook page. The center has programs for people of all ages.

Dave Hall, whose daughter goes to the facility, told KTLA that the center is used by those with mild to severe autism.

“Who would think of such a thing to make an attack at that kind of facility?” Hall said.

An emergency Board of Supervisors meeting was cancelled and the building where the meeting was set to be held was evacuated, authorities on scene said. Nearby city and county facilities were closed, as were courthouses, McMahon said.

All San Bernardino city schools were on lockdown, the school district said in a statement.

Anyone with info regarding the incident can leave anonymous tips with investigators by calling the We-Tip hotline at 1-800-782-7463.

Horrible tragedy - Can't help but notice that the numbers are going over the top for autism. 30,000 clients from San Bernardino and Riverside counties alone. Something in America is surely going awry aside from violent killers. Food chain, water, vaccines, pollution, toxic products, drug use - take your pick.

SAN BERNARDINO, CA (RNN) - San Bernardino police engaged in a gunfight with suspects in a black Chevrolet vehicle after a high-speed chase. One suspect is lying motionless in the street.near the van, another fled on foot.

Slideshow: Mass shooting in San Bernardino, CA

It is not known for certain that the suspects are connected to the mass shooting earlier Wednesday morning.

Units took fire from an assault rifle out the back window of the vehicle while pursuing at a high rate of speed. Police hit the vehicle with multiple rounds, and it is now stopped in the eastbound lane of San Bernardino Avenue surrounded by officers with weapons drawn. The police on scene reported that SWAT is in control of the scene.

Police scanner traffic reported an unexploded pipe bomb near the SUV.

Units took fire from a rifle out the back window before they returned fire, and the van was hit multiple times. One suspect is down in the westbound lane of San Bernardino Avenue with a rifle lying near his motionless body. Another suspect fled on foot and police are in pursuit.

About an hour earlier, police said upwards of 14 people were killed and at least 14 wounded Wednesday in a shooting at a community and social services center. The shooter or shooters remain on the loose.

While law enforcement scours the surrounding area for the suspect and others search and secure the still-active crime scene, authorities are busing the survivors of the attack to a safe area where they can be reunited with their anxious friends and families.

San Bernardino Police Chief Jarrod Burguan said the numbers of the dead and injured were preliminary and could change. He said as many as three people entered the Inland Regional Center, a three-building structure, and opened fire.

"Preliminary information are that these people came prepared, that they came dressed prepared and that they carried long guns not handguns," Burguan said. "We do not have any weapons recovered at this point."

He added that the number of shooters came from witness statements. They had not been seen by police.

An FBI spokesman said there is no information at this point that the attack was terrorist related.

"We will take the presumption that it may be or it may not be, and we will work hand-in-hand with local police," said David Bowdich, the assistant director of the Los Angeles field office of the FBI.

San Bernardino Sheriff John McMahon said the search is ongoing for the shooter or shooters, and they may have fled the area. Courts, city and county facilities have been placed in lockdown.

The city's mayor asked the public to stay clear of the area.

Officials reported they were looking for a black SUV, possibly a GMC Yukon, with multiple men wearing ski masks and tactical vests. Lavinia Johnson, the executive director at the center, said the county health department was having a holiday party when the shooter or shooters entered the facility.

"We don't know where those shooters are," said San Bernardino Police Sgt. Vicki Cervantes toKABC. "They are heavily armed and they are possibly wearing body armor and things of that nature. It is not a safe area to be. It's very dangerous, and the fewer innocent people we have in here the better."

Johnson said at least 15 people have been taken to a hospital.

FBI and ATF agents reportedly arrived to assist, and SWAT performed a room by room search of the building.

Police used a robot to detonate a "suspicious device" found near the scene. Law enforcement could be seen walking the area, and a helicopter landed at a golf course located across the street from the center.

"The only thing I know about the outside event is it was for a banquet for county personnel," Brandon Hunt, an employee at the center, told CNN. "The parking lot was full. I would assume there were at least 100 people inside. That's my understanding. I have heard of people going in and out of the other buildings. Employees were locked in closets and offices to stay safe. There was probably 550 employees inside the building."

Burquan said most of the victims were in that room, and no weapons have been recovered.

Marcos Aguilera told KABC that he spoke to his wife, who works at the center. He said she described a man opening fire next to her office.

"They locked themselves in, in her office. They saw bodies on the floor," he said.

Aguilera said she was able to escape the building. At least 14 people were taken to area hospitals with injuries likely associated with gunshot wounds, Burguan said.

Schools and businesses nearby have been placed on lockdown. Reporters on the scene said at least nine ambulances had arrived.

Public information officers for the fire department posted the initial information on the shooting to Twitter at 11:14 a.m.

"My prayers are with the victims, families and survivors of this horrific attack," tweeted Rep. Pete Aguilar, who represents California's 31st Congressional District. "I’m on my way back to the district and am in touch with our local law enforcement to closely monitor the situation as it develops. My heart aches that the out-of-control gun violence epidemic has come to our community."

The Inland Regional Center provides care for more than 30,200 people and their families in San Bernardino and Riverside counties, according to its Facebook page. San Bernardino is located 60 miles east of Los Angeles, and has an estimated population of 213, 000.

President Barack Obama has grown increasingly exasperated as the number of mass shootings continue to mount. According to shootingtracker.com, this is the 352nd mass shooting in the U.S. since Jan. 1 of 2015. That means four or more people shot.

"We have a pattern now of mass shootings that has no parallel anywhere else in the world," Obama said the CBS News.

There have been multiple, high-profiel mass shootings in the U.S. in 2015. Robert Dear is accused of killing three people and injuring nine others in a shooting at a Planned Parenthood clinic in Colorado Springs, CO, last Friday, Nov. 27.

On Oct. 1, Christopher Harper-Mercer opened fire at Umpqua, OR, Community College killing an assistant professor and eight students before shooting himself. Dylann Roof has been ordered to stand trial following a shooting at a historically black church in Charleston, SC, that killed nine people in June.

Totally awful. I wonder how much debate this is going to start? Honestly, the more mass shootings the louder the gun control calls will get, and at the same time sound more plausible to ordinary people.

However, given the fact that in the "Old World" there are approx. 75 million AK-47's exchanging hands somewhere in Asia and Africa, we need all of the protection we can get.https://en.wikipedia.org/wiki/AK-47:

    Illicit trade

See also: Crime in Russia § Arms trafficking

AK-47 copies confiscated from Somali pirates by Finnish mine-layer Pohjanmaa during Operation Atalanta, photographed in Manege Military Museum. The stocks are missing on the top three AKs

Throughout the world, the AK and its variants are commonly used by governments, revolutionaries, terrorists, criminals, and civilians alike. In some countries, such as Somalia, Rwanda, Mozambique, Congo and Tanzania, the prices for Black Market AKs are between $30 and $125 per weapon and prices have fallen in the last few decades due to mass counterfeiting.[149] In Kenya "an AK-47 fetches 5 head of cattle (about 10,000 Kenya shillings or 100 U.S. dollars) when offered for barter but costs almost half that price when cash is paid."[150] There are places around the world where AK type weapons can be purchased on the Black Market "for as little as $6, or traded for a chicken or a sack of grain."[151][152][153]
The AK-47 has also spawned a cottage industry of sorts and has been copied and manufactured (one gun at a time) in small shops around the world (see Khyber Pass Copy).[154][155] The estimated numbers of AK-type weapons vary greatly. The Small Arms Survey suggest that "between 70 and 100 million of these weapons have been produced since 1947."[156] The World Bank estimates that out of the 500 million total firearms available worldwide, 100 million are of the Kalashnikov family, and 75 million are AK-47s.[3] Because AK-type weapons have been made in many countries, often illicitly, it is impossible to know how many really exist.[157]

Pam Gellar is reporting that all of the suspects are Middle Eastern males and also that AK-47's were involved. Assuming this is correct, I guess it's here now......
