Giving Congress his 4 pillar 70 point plan and insisting they use it are entirely different.

I started paying attention to this issue long before Trump was even President, and had a cheer-leading section to defend and protect his ever action and inaction.

Which unfortunately has been rejected by the U.S. Congress.

Was that because he hadn't told them about it? No, because Republicans don't have enough votes in Congress to pass it. Maybe next year if Republicans win big in the midterms.
