Sounds like they see Obama's brand of kinder gentler enforcement for what it is. Not enforcement.
The loophole trick for employers is that they have to be able to prove that they "knowingly hired" the illegal aliens.

E verify is the way to go ,
Not excusing the employers because many of them know these people are illegals , they just go through the motions and look the other way
