    Cuts to Medicare Benefits for Kentucky's Seniors Denounced

    This week I voted against H.R. 3162, the Children's Health and Medicare Protection Act of 2007, which would reauthorize the State Children's Health Insurance Program (SCHIP), because of the significant cuts to Medicare benefits for senior citizens. In order to pay for a massive expansion of government-controlled health care, Democrats would cut an estimated $200 billion in Medicare spending.

    This reduction in spending would eliminate Medicare Advantage plans for more than 13,000 Medicare beneficiaries in the Fourth District. Nationwide, these cuts would affect Medicare Advantage plans for more than 3.2 million seniors. Perhaps, most shockingly, the expansion would make more than 70,000 American families eligible for both SCHIP and the Alternative Minimum Tax.

    I am outraged by this legislation and the Democrats continued insistence on wasting time and taxpayer dollars on unfeasible, fiscally irresponsible legislation. Not only did Democratic leadership circumvent the normal process and procedure for Committee consideration, but they also gave Members less than 24 hours to read and review nearly 500 pages of legislation. With so much at stake for Kentucky's seniors and our Kentucky families, I could not, in good conscience, vote for the bill. We need to reauthorize SCHIP, but we must do so in a fiscally responsible way that will not penalize Kentucky's seniors.

    In addition to the drastic cuts to seniors' Medicare Advantage benefits, the Democrats' legislation would also:

    Cut Medicare payments for hospitals for inpatient care by $2.7 billion;
    Cut Medicare payments for inpatient rehabilitation services by $6.6 billion;
    Cut Medicare payments for skilled nursing facilities by $6.5 billion;
    Cut Medicare payments for certain drugs by $1.9 billion;
    Cut Medicare payments for home health care services by $7.2 billion;
    Cut Medicare benefits for those with End Stage Renal Disease by $3.6 billion;


    Increase the bureaucracy by requiring seniors who are determined to need a motorized wheel chair to wait a month before being provided with one;
    Eliminate a requirement enacted in 2006 that requires verification of a person's citizenship status before receiving benefits. Without these requirements, illegal aliens could receive benefits under SCHIP; and
    Increase taxes on individuals with private health insurance plans.

    I supported the Republican alternative that would:

    Reauthorize SCHIP for the more than 36,256 families in the Fourth Congressional District that are eligible for either Medicaid or SCHIP. - Reauthorizes the SCHIP program for one year, and provides states with the resources they need to be able to continue to provide health care coverage for children;
    Ensure that benefits are not given to illegal immigrants - Restores current law by requiring documentation of citizenship for eligibility; and restores the 5 year waiting period for certain legal immigrants to participate in welfare programs;
    Eliminate Cuts to Medicare - Strikes all Democrat cuts to Medicare;
    Prohibit New Taxes on Insurance - Strikes the Democrats' new tax on private health insurance plans;
    Include much needed Medicare Improvements - Maintains Medicare changes that improve services for Medicare beneficiaries, such as the provisions improving care in rural areas, the therapy cap extension, Special Needs Plans (SNPs), and demonstration projects on End Stage Renal Disease services; and
    Extends Doctor Payment Fix - Eliminates the pending 10% cut in Medicare payments for physicians that is scheduled for 2008 and adds a 1 year doctor payment "fix" of 0.5%.
    Unfortunately, the Republican alternative failed to garner enough votes for House passage.
    Do not vote for Party this year, vote for America and American workers!

    As far as it takes to get illegal's and their supporters, votes!

    I don't expect elections to be run fair, from now on...I expect illegals to be voting more and more.

    Hmmm........and people thought we had it bad under a Republican controlled Congress. Well, maybe we did in some respect, but now we've got it worse, much worse, especially where border security and illegal immigration is concerned!

    I want to personally thank everyone that felt voting for an illegal immigrant loving Democrat during the last election was a necessary payback to the Republicans (insert sarcasm). This latest fiasco is the perfect example of why we didn't want the Republicans to lose control of the U.S. House.

    Note, I said "illegal loving" Democrat. Folks like Sen. McCaskill , Sen. Tester, and Rep. Shuler aren't considered "illegal loving" Democrats.

    This made me cry (and I don't cry very often). To think that our government sold out America's Senior Citizens so that illegals could get free healthcare.

    It's wrong, and it's heartbreaking.

    Well... I already cry when I see so many of our seniors on fixed incomes trying to pay for their medicines, thinking of various ways to save on food purchases. Doctors in this area are starting not to take Medicare patients. This will seal the deal for many others to not take Medicare. So where will our seniors go for medical treatment? This is absolutely disgusting.

    It's OK. We've tried to do some good things with social programs. It just simply is not working out. We are likely going to have to gut all the welfare stuff to save our country. Life could get much rougher without Medicare, but none of us are getting out of here alive anyway. Doesn't matter much what gets me.
    I worry for the grandchildren and their future. I'll take the hit. Don't be sad. Just stop welfare for invaders.
