The separation of powers is one of the defining elements of our government. But 'Bama is all about 'Bama, and always will be.

The Congressional Research Service says that Congress - which has the power of the purse - may defund what it wants to defund. Let's see if the Repubs are listening to the people who gave them a majority in both houses, or if they will choose to please the big money donors who want the surplus labor which will keep wages down and profits up.
