Everything I've been reading seems to indicate the meeting was pretty much Bill's idea. Being the opportunist he is, he took advantage of the fact Lynch was scheduled to be there. Of course Lynch is guilty of kissing Bill's butt and showing a lack of integrity by accepting a meeting she knew would be considered inappropriate by the American public. Of course she could be guilty of much more, depending on what was said during their private meeting. Just my take on the situation.

Lynch needed a believable reason to suddenly change DOJ policy of not commenting on the investigation.

Hillary's biggest obstacle is her trust factor and Obama cronies needed to avoid any questionable doubts
on the investigation being rigged.

By orchestrating a tarmac meeting with Bill, Lynch was fully aware how this would effect the investigation and publicly
shame her supposedly forcing her come out now to make a public statement she will accept FBI recommendation.

All the secret service and security detail helped in the elaborate production by ordering on-lookers to put away
there phones and not to take photos, Making the expose appear even more suspicious.

*** We have freedom of the press and a security detail of an ex-president and a government official cannot legally force
people to follow their orders to put away their phones on a tarmac.
