    Florida governor Scott opts to expand Medicaid

    WASHINGTON — Florida Gov. Rick Scott said Florida will expand its Medicaid program after months of saying expansion would cost the state $1.9 billion, then backing off the claim when a recent report said expansion would save money.

    Scott, a Republican, said the decision came after the federal government granted a waiver providing more flexibility in the expansion, but he did not include whether reports of more jobs and lower costs influenced his decision.

    "This is a great win for Florida, and it would not have been possible without the support of legislators who began the fight for this Medicaid flexibility many months ago," Scott said in a news release. "Improving the coordination of care in Medicaid means we will be able to better-manage chronic conditions and give more preventative treatments to help keep Florida families healthy."

    Scott said he had talked with Health and Human Services Secretary Kathleen Sebelius about the importance of a long-term care waiver and a medical assistance waiver. He said getting those waivers approved would help Florida save money.

    The announcement followed a report released today that said expansion would create 71,300 jobs by 2016. That research came from a joint report from Families USA and Florida CHAIN, a statewide consumer health advocacy group. A recent Georgetown University study found that Florida would save about $300 million in 2014 and $100 million in 2020, even after Florida takes on 10% of Medicaid costs. In the initial years of expansion, the federal government will cover all expansion costs as part of the 2010 health care law.

    An American Cancer Society Cancer Action Network poll released found that 63% of Florida's registered voters support accepting Medicaid expansion funds from the federal government.

    The new Families USA report showed that expansion would cost employers and consumers less because they would not have to subsidize the health care costs of the uninsured.

    "It will reduce the number of people who can't afford health care, it will increase the number of jobs throughout the state, and it will strengthen the state's economy," said Ron Pollock, executive director of Families USA. "This is truly a hallelujah moment for working families throughout the state, and it augurs well for other Republican governors making the same decision for their states."
