We should not wait until we are in trouble to try to change tariffs. It is best to do that when we have the advantage. While used to make adjustments to trade differentials, they should be near zero both ways. That is what President Trump seems to be trying to do.

If we wait until we need what they want to tariff, we will make a bad deal, like NAFTA, which we will be stuck with for years.
