We don't need a constitutional amendment. Section 5 of the 14th amendment says that congress has the power to enforce the amendment. Congress can just pass a law. It would say something like the following: No person born inside or outside the U. S. shall become an automatic citizen of the U. S. unless they have at least one parent who is a U. S. citizen at the time of birth.
