fences that would discourage illegal alien crossings

I have heard in some countries, they have fences that cause either electric shock and/or electricution if you either come to close to it or if you touch it. I think something like that would work. However, even with a sign in spanish on it, illegal aliens would claim they were not informed of the fence and could not read the sign. I don't think they could sue us because the fence would keep them from crossing onto the american border.

a concrete block fence with electrified rolled barbed wire at the top should work . . . that way no one would be electricuted unless they attempt to climb the wall . . . I've been electrocuted several times by fences --- the last was when my neice was "helping" me run electrical wire and she turned on the box as I stood there with the wire in both hands!!!

is electrical fence inhumane??? not to someone that owns and loves livestock -- I'd rather they be "shocked" for bad behavior than killed on the highway
