I would advise you not to submit any false reports to the police. You may find yourself arrested for filing a false report.

I would think that if there are 15 people living in an apartment, it is likely a housing code violation.

You need to send your concern in writing and send it by registered or certified mail with a return receipt so you can prove you sent it and someone at city hall signed for it.

If no action is taken, then complain to your local media.

DOCUMENT EVERYTHING, KEEP COPIES OF EVERYTHING, IN WRITING AND NERVER SEND ANYTHING BY REGULAR MAIL, UNLESS YOU WANT IT TO END UP IN THE TRASH.

well, who knows could be and could be not.
I would call and tell them too much noise coming from that apartment, very loud.
They cant get you in trouble for not knowing..........
