Labbor Ready as a mixed reputation but despite its short comings certain things can be said in their favor.

The legally authorized workers managed by Labor Ready directly compete with the illegal alien day laborers. Labor Ready manages only American citizens and legal immigrants. Labor Ready has no Mexican operation while Manpower Inc. has extensive operations which due to Mexico's cumbersome labor laws have high projections for growth.

Manpower Inc. is not likely to pay for outreach to contractors and legal day laborers because it would cause them a decline in relations with the Mexico's government.

No Manpower has a continuing vested interest in having good relations with Mexico. You will not see them get out in front the wy that Labor Ready might since Labor Ready has no Mexican operation.
