I'm also trying to understand that. This law says photo ID is required to vote. A state-issued driver's license is not proof of citizenship.

The only photo ID I'm aware of that serves as proof of citizenship is a passport. My passport cost $80, and it valid for 10 years.

If anyone knows what this law will actually do, please tell us.
