    Tenet Healthcare Corp. said Thursday that former Florida Gov. Jeb Bush has been appointed a director by the hospital operator's board.

    Bush, 54, a younger brother of President George W. Bush, left office in January after two terms.

    Tenet shares rose 20 cents, or 2.9 percent, to $7.07 in trading on the New York Stock Exchange.

    A company spokesman declined to say whether Bush's relationship to the president played a role in his selection.

    Edward Kangas, Tenet's non-executive chairman, said the company was honored to add Bush.

    "Tenet will greatly benefit from his broad knowledge of health care and his deep experience with government and regulatory issues," Kangas said.

    In a statement issued by Tenet, Bush said he was impressed by the Dallas-based company's commitment to improving patient care.

    Board member Bob Kerrey, a former U.S. senator from Nebraska, said the Bush appointment "reflects the real strides the company has made in recent years to build a solid foundation for future growth based on integrity and quality."

    Tenet is among the largest hospital operators in the country, and Florida is its second-largest market, with 11 acute-care hospitals in the Miami area.

    THIS is making more sense now!!

    NOTE: legislation that has been proposed over the past few years has included in it a clause that concerns
    BI-NATIONAL HEALTH CARE WITH MEXICO!!!
    Kennedy tried to put this in the form of an amendment onto the MIN WAGE BILL a few months ago.

    Hmmm.........Americans! Do YOU want to pay for mexico's HEALTHCARE?

    Binational Health Insurance is concept that arose due to the intense need for an insurance that would cover Mexican immigrants and their families. Over half of the 10 million Mexican immigrants in the U.S. lack health insurance. Among undocumented immigrants the number is higher: 70% of them do not have health insurance. Binational Health Insurance would build on existing health insurance infrastructures in Mexico and California. This new product would result from a working partnership between private insurers in the US and public providers in Mexico.

    It is clear that a binational effort is required to expand health care access to Mexican immigrants and their families. 71% of Mexicans working in the US are the primary economic support of their families in Mexico. In California, where almost half of all Mexican immigrants reside (43%), a plan could be developed, tested, implemented, and then, once proven, replicated in other states.     PROPOSED CALIFORNIA STRATEGY FOR BINATIONAL HEALTH INSURANCE



    I. THE OPPORTUNITY

    • This Binational Health Insurance Proposal builds on existing health insurance
    infrastructures in Mexico and California. This new product would result from a working
    partnership between private insurers in the US and public providers in Mexico.

    • Over half of the 10 million Mexican immigrants in the U.S. lack health insurance.
    Among undocumented immigrants the number is higher: 70% of them do not have health
    insurance.

    • A binational effort is required to expand health care access to Mexican immigrants
    and their families. 71% of Mexicans working in the US are the primary economic support
    of their families in Mexico.

    • California is home to 43% of all Mexican immigrants in the U.S. (4 million). It is
    critical to develop a binational health insurance plan, to be replicated later in other states.

    • Almost 6% of Mexican households benefit from remittances received from the U.S. Yet,
    they use their remittances inefficiently because they pay out-of-pocket for health care.
    (See Appendix 1) Insurance is the most efficient mechanism to pay for health care.

    • Orienting remittances toward economic development in Mexico (savings and
    investment) rather than out-of-pocket health care payments can be encouraged through
    binational health insurance coverage.

    II. BINATIONAL HEALTH INSURANCE PLAN COMPONENTS :

    1. Component I: Preventive and ambulatory health care in the U.S.
    Private insurers will offer this coverage to Mexican immigrants living in the US and to their
    dependents living in the US. Two public providers, Popular Insurance (PI) and the Social
    Security Institute (IMSS) will offer this coverage in Mexico. (See Appendix II for definitions)


    2. Component II: Services that require hospitalization will NOT be covered in the U.S.
    In order to control costs and create an affordable product, hospitalization services in the US
    would be excluded from the plan’s coverage. They will continue to be provided through the
    existing safety net system in California. They will be provided in Mexico for dependents.


    3. Component III: Catastrophic coverage for tertiary care services (e.g. transplants, chemotherapy)
    These services will be provided in Mexico through Seguro Popular (Popular Insurance)
    and/or the Mexican Social Security Institute (IMSS). This component will provide, with a
    deductible, transportation costs to Mexico for patients to receive these services.

    III. IMPLEMENTATION ISSUES

    • This binational insurance plan will be structured for collective enrollment in order to avoid
    adverse selection. Enrollment will be divided into two categories:

    a) Through employers.

    b) By Mexican hometown associations in California. These associations are comprised of
    migrants from the same towns in Mexico. They can encourage risk pooling.

    • Payment could be on an annual or monthly basis. Resources will be split in two parts, one
    that would go to the Health Maintenance Oranization (HMO) in the U.S. Another share
    would go to Mexico?s public providers for the catastrophic component.

    • Accounting, regulation and legal standing would continue to be separate. US providers will
    NOT be responsible for the quality of services in Mexico.

    IV. RECENT EVENTS

    • Vicente Fox, the President of Mexico, announced during the Binational Health Week
    inaugural forum in León: “I gave instructions to the Minister of Health, Julio Frenk, to
    create a new mechanism of enrollment to Seguro Popular, for the Mexican residents in the
    United States and for their families. Thus, they will have the right to access high specialty
    health services through catastrophic health insurance coverage.” (October 11, 2004)

    • Antonio Alvarado, Director for enrollment of IMSS, unveiled a plan of reform to Seguro de
    Salud para la Familia (See Appendix II for definitions) to make it more affordable for the
    migrant population living abroad.

    • The University of Texas published a report titled Cross Border Health Insurance: Options for
    Texas. This report acknowledges that the most developed state in this area is California.

    • The Hispanic Medical Association sponsored the US-Mexico Binational Health Insurance Forum
    at the US Senate in Washington D.C. Various representatives from insurance companies
    and regulators of the US and Mexico discussed the feasibility of binational insurance. One
    of the main conclusions of this forum was the need to work with state governments in
    the US. The representative of the state regulators concluded that the single state where it
    could be possible to create a binational insurance product is California.

    With the recent announcement by President Fox of Mexico that his government is willing to
    provide tertiary care services for migrants and their dependents (“Component III”), now is
    the time to move forward on this innovative Binational Health Insurance Plan.
