    Undocumented day laborers target of Encinitas group


    ENCINITAS ---- A self-described angry Republican said he is organizing an effort Saturday to discourage the hiring of undocumented workers.

    Saul Lisauskas, an Encinitas resident, a native of Lithuania and vice president of the North Coast Republican Club, said he was forming the Encinitas Citizens Brigade.

    The group's goal is to stop the roadside hiring of day laborers. Lisauskas circulated an e-mail earlier this week inviting like-minded people to meet at a coffee shop at 7 a.m. Saturday.


    At 7:30 a.m., the group will "deploy" to a site nearby where day laborers congregate, Lisauskas wrote in his e-mail.

    The site is the sidewalk along Encinitas Boulevard just west of Interstate 5.

    He said in an interview that participants would stand among workers and advise potential employers that they could be breaking the law. The group would pass out fliers warning the employers of penalties they face, and anyone seen hiring a day laborer will be photographed. Photos would be posted on a Web site to expose the hire.

    Earlier this month, a group calling itself the Vista Citizens Brigade used the same tactics in that city. The group's midweek visit to an Escondido Avenue parking lot where laborers congregate did not result in citations or arrests, authorities said at the time.

    Lisauskas says that he supported the Vista operation, where volunteers handed out fliers warning that hiring undocumented workers is a federal crime and that the parking lot "is now under constant observation by citizen volunteers."

    At the time, workers-rights advocates in Vista had said a number of the laborers were legal residents or U.S. citizens.

    Beyond that, federal law does not always require employers to verify a workers' employment eligibility, Claudia Smith, a representative from California Rural Legal Assistance Foundation, said Wednesday.

    "When (opponents of day laborers) threaten to provide photos to government agencies, never mind that many of the workers are lawful," she said.

    Years ago, Smith said, her organization successfully blocked a city effort to curtail curbside hires.

    Lisauskas said Saturday's event has the support of law enforcement officials, but a sheriff's sergeant said otherwise.

    "We have no knowledge of this at all," said Sgt. Brian McCauley of the Encinitas Sheriff's Station after reviewing a copy of Lisauskas' e-mailed invitation. "We'll have our people look into it."

    On Wednesday afternoon, about 20 workers lingered along the boulevard in the hope of getting an offer to work.

    "We're just looking to find work and food," Nicolas Bautista said in Spanish.

    He said a disruption of the informal hiring site would create hardships for the dozens of men who arrive daily in search of a job.

    Lisauskas doesn't seem to mind.

    Undocumented workers burden taxpayers by taking advantage of publicly supported health care, school and welfare services, he said.

    "Nobody gave me a damn thing to pay for me," he said. "I'm sick and tired of people who come in (illegally) and get all the benefits."

    Lisauskas says he belongs to the Minutemen, a group that has drawn national attention by patroling the border to report illegal crossings to authorities.
