In a Dec. 27 joint intelligence bulletin by the Department of Homeland Security and FBI titled “Recent Active Shooter Incidents Highlight Need for Continued Vigilance” posted on the Public Intelligence open-source Web site on Jan. 10, the FBI said it had analyzed 154 active shooter events in the U.S. between 2002 and 2012 (to date) that included three or more individuals being shot.
The bulletin defined an “active shooter” as one or more individuals participating in a random or systematic killing spree demonstrating intent to harm others with a firearm. An active shooter’s objective is that of mass murder, rather than committing traditional criminal acts, such as robbery or hostage-taking.
It cautioned, however, that active shooter attacks are dynamic incidents that vary greatly from one to another.
The agency’s analysis found that most shooters (96 percent) are male who were acting alone and were mostly likely to be killed after the attack.
“Very few active shooters had previous arrests for violent crimes,” it said. It said common catalysts included loss of a significant relationship, changes in financial status, job loss, changes in living arrangements, changes in life circumstances and feelings of rejection or humiliation.
In 51 percent of the cases it analyzed, the FBI said the shooter was killed, either by their own hand, or by law enforcement after the event. The FBI said 43 percent committed suicide and eight percent were shot and killed by responders. It said 45 percent of active shooters were arrested, while four percent remain unidentified.
Active shooter events most commonly occurred in a workplace environment (37 percent) or academic setting (17 percent), it said.
Motivations for active shooting incidents, said the FBI, are difficult to fully determine. According to the FBI, clear motivation was never determined in 40 percent of cases it analyzed; however, the most common identified motivations were found to be workplace retaliation (21 percent), domestic disputes (14 percent), and academic retaliation by a current or former student (seven percent).
From its investigations and analysis, the FBI found that many active shooters were described as social isolates, harbored feelings of hate and anger, and/or had some reported contact with mental health professionals. It said mental illness is commonly referenced as a potential contributing factor, but noted that its causal impact on the attack can only be speculated.
