    Efficiency Act of 1991 (112 Stat. 380; 105 Stat. 2122) is amended--(1) by striking `associated components to and at the contiguous New Jersey Meadowlands Sports Complex),' and inserting `to and at the contiguous New Jersey Meadowlands Sports Complex), including a connection to the Hudson River Waterfront Transportation System, the Lackawanna Cutoff,'; and(2) by striking `in Lakewood to Freehold to Matawan or Jamesburg, New Jersey, as described in section 3035(p) of the Intermodal Surface Transportation Efficiency Act of 1991 (105 Stat. 2131)' and inserting `from Lakehurst to the Northeast Corridor or the New Jersey Coast Line'.(g) New Jersey Trans-Hudson Midtown Corridor- Not later than 90 days after the date of enactment of this Act, the Secretary shall permit New Jersey Transit to enter into preliminary engineering on the New Jersey Trans-Hudson Midtown Corridor project. When evaluating the local share of such project in the new starts rating process, the Secretary shall give consideration to project elements of the New Jersey Trans-Hudson Midtown Corridor advanced with 100 percent non-Federal funds, including the purchase of bi-level rail equipment and the New Jersey Transit Light Rail River Line.     I-295 AND US RTE. 13 INTERCHANGE IMPROVEMENTS & RAMP RELOCATIONS

    Residents, commuters and shippers take note:

    Phase II focuses on improvements
    to US 13 interchange ramps.

    Phase I of the multiphase rehabilitation program on all Delaware approaches to the Delaware Memorial Bridge has been completed successfully, and we hope you are enjoying the smoother ride on the I-295 bridge approach!

    Future phases will concentrate on I-295 and US Route 13 interchange improvements and relocating ramps. Since approach roads and ramps along I-95, I-295, and the US Route 13 interchange were built in the 1960s, it is time to improve roadway safety and efficiency, and to update our roadways to stay current with the latest federal and state standards.

    The Delaware River & Bay Authority is responsible for all ramps and approaches to the bridge and is working with the Delaware Department of Transportation to make these improvements. In general, the 5-year project includes new lighting, drainage, pavement and signage, and rehabilitation or relocation of approach ramps and interchange bridges. Although some lanes will be closed and/or shifted during construction, at no time will the approaches to the bridge be shut down
    During this phase of construction, main-line traffic
    will not be impacted significantly. However, some delays
    should be expected from time to time. New ramps
    will be in place before old ramps are closed.

    Stage I

    Year: 2002-2003

    A: Temporarily Relocate Ramp G movement taking SB US 13 traffic onto NB I-295. During construction, use exiting US 13 U-turn (located south of I-295) leading to Ramp A and onto NB I-295, follow red dotted line.

    B: Close and remove existing Ramp G (SB US 13 NB I-295).

    C: Start work on Bridge 12, (NB US 13). Bridge 12 goes over New Ramp H (to be built during Stage 4), which will replace existing Ramp H taking traffic onto SB US 13 from SB I-295.

    D: Start work on New U-turns on US 13 opposite entrance to Delaware State Hospital.

    E: Start work on New Ramp F (SB I-295 to NB US 13).

    Stage 2

    Year: 2002-2003

    A: Close Ramp C (NB I-295 to NB US 13). Detour traffic to SR 9 North, then back onto SB I-295, to NB US 13
    (Ramp F) during construction on Ramp C. See inset map above.

    B: Continue to work on Bridge 12.

    C: Complete U-turns on US 13 adjacent to Delaware State Hospital. Remove existing U-turn south of main hospital entrance.

    D: Complete New Ramp F.

    E: Reopen Ramp C.

    Stages 3, 4 & 5

    Year: 2002-2003

    A: Open New Ramp F. Close and remove existing Ramp F.

    B: Complete Bridge 12.

    C: Construct and open New Ramp H (SB I-295 to SB US 13). Close and remove existing Ramp H.

    D: Construct left turn movement, Ramp G, from Southbound US 13 to Ramp A (NB I-295).

    E: Patch and overlay Ramp A (US 13 to NB I-295).

    F: Replace SB US 13 full-depth pavement under Bridges 1, 6, and 9.

    Here are some of the plans for Fort Delaware:
    „h The Division will drain the moat surrounding the Fort in order to replace stone
    and repair leaks in the cisterns below the Fort. Once the repairs are made, the cisterns can be drained.
    „h While the moat is drained, it will be deepened. This process may uncover
    artifacts that will give us a still clearer picture of life on Pea Patch Island.
    „h Repairing and sealing the cisterns will correct a leakage problem that has kept the
    Division from restoring many of the Fort¡¦s rooms. With these repairs, more areas of of the Fort will be made available to the public. The Division also plans to encase
    and expose one cistern for public view and interpretation.
    „h Other plans include improvements to the causeway, the sally port and many of the Fort¡¦s windows.
    This is a very ambitious project for Fort Delaware.

    The NASCO SUPERHIGHWAY is the main SPP/NAU massive toll road to the port in KC. Either Mex or China has their hands on that port, if I remember correctly. Then the NASCO moves thru Canada.

    ** the OFF SHOOTS are what is going on here. There are to be OFF SHOOT toll roads from east to west connecting to the main NASCO SUPER.

    They're to be done on a 'state' level so that the taxpayers foot the bill and then will continue to pay while international entities own the roads. By having the 'states' taking the burden, it stops a lot of federal haggling and oversight..........state residents are easily confused and manipulated by this method.
