The problem is the "two party system". It is a parasite structure on government propped up by a voter registration system that asks for party affiliation for voter registration.

The solution is to make it a federal crime to ask what your party affiliation is for purposes of voter registration. It really is none of government's business what your political party is. We are already seeing premonition of this possibility in the "decline to state" option for voter registration forms here in California.

The consequence of this would be the end of the primary elections. If the government cannot keep records of party affiliation, then it cannot run party nomination elections for the political parties as it does now. We already seeing a trend towards this here in California in the so-called "open primaries", another legal and principle absurdity whereby the voters can vote for any of the political party candidates in the primaries.

Once elections for party nominations are returned to the political parties, then political party members would begin to have a serious interest in who represents them in these nomination elections. In fact, it would not even be necessary for political parties to hold elections for nominees if the members of the political parties did not want to.

Then we could go back to having real elections based on nominees from political parties and anyone else who wanted to run for the position who did not want to align themselves with any political party.

The was Trump's problem, he surrendered his candidacy for president as an individual and signed up with the Republicans. Why? The two party system and the primaries.
