He cannot put them on a path to citizenship, that is unconstitutional, but he concievably could give them some type of legal status (like a Z visa) if for example there is another big terrorist attack. He could say it would be to seperate the terrorists from the non-terrorists. Of course there would only be 1000 terrorists and 20 million non-terrorists. I bet the bastard is hoping AlQuaida hits us again just so he can do exactly that, why else would he leave the border totally open?
