The age is much lower if an individual doesn't speak English. Lack of fluency in English makes them "untrainable" and eligible for disability.
and this can be rehabilitated. It's just more encouragement not to assimulate.
I've had a disability all my life and I could draw 947.00 from SSI. but never applied. I work for my money!
