    Questions regarding Cloture

    This is my first post here so please be gentle.

    Doesn't voting NO to cloture keep the Bill on a back shelf, allowing it to continue coming up again and again in some shape or form ? How many times will it be exhumed with a new ID ?

    Wouldn't stopping debate now and letting it go to a vote and fail be what is needed to finally kill the bill ?

    Note, I am getting this question from others I'm handing phone calling lists to and I frankly don't know the answer.

    Voting no to Cloture prevents it from being voted on up or down, so Reid would have to lay the bill down and move on to something else unless he thought he could get the votes at a later date. From my limited knowledge of how this process works, it could come back to haunt us as it has already done so 3 times now. But my thinking is if we kill "bill" now, he doesn't have much of a chance in the form that it is at the moment. There wouldn't be enough time to do much on immigration before the election next year, so the likelyhood of it coming back again before then is slim.

    Thank you for responding. I 've been trying to catch-up reading here between phone calls, and I guess I'm still not really clear on the rationale.

    Letting it go to a vote would result in the bill's demise, correct ? Or is that too "iffy" to risk at this time ?

    For cloture to pass, they would need to get ~60 YES votes - compared with the usual 50 or 51 needed to pass the bill. The cloture vote is the best chance of stopping the bill. Anyone who votes YES on cloture is essentially saying YES to amnesty.

    So it is partly because allowing it to move forward signifies that at least 60 Senators feel it's appropriately crafted and worthy of a vote, and thus there is a very strong chance that 50-51 will vote to pass it, exacerbating the nightmare ?

    I think I've got it, but please correct me if I'm wrong. I think I need a refresher course in government.
