According to exit polls in FL, sell-out McCain won the independent vote from those that changed from independent to Republican prior to the election. You must meet each states requirements to change party affiliation prior to a primary election to vote in that election.
Pennsylvania law provides that the deadline to apply to register to vote is

In California you cannot vote for a republican if you are registered dem or ind.
