On Wednesday, BBC News reported that an armed emergency response team arrived on site at the Washington Navy Yard within minutes of Aaron Alexis beginning his shooting spree, but was forced to stand down and was instead ordered back to Capitol Hill.

According to BBC, “A tactical response team of the Capitol police, a force that guards the US Capitol complex, was told to leave the scene by a supervisor instead of aiding municipal officers.” A Capitol Police source told the BBC, “I don’t think it’s a far stretch to say that some lives may have been saved if we were allowed to intervene.”

When Alexis began shooting at approximately 8:20 AM ET, the four-man Containment and Emergency Response Team (CERT) was already near the Navy Yard. They were armed with HK-416 rifles, and were already wearing full tactical gear. They arrived at Building 197 a few minutes later. But the Washington Metropolitan Police watch commander reportedly told CERT to go back to Capitol Hill.

Capitol Police Officer Jim Konczos, the head of the police union, said, “Odds are it might have had a different outcome. It probably could have been neutralized.” A spokeswoman for the Metro PD said that the reports were “not true,” but on Wednesday, the PD said that a preliminary investigation had been opened.

A shooting has occurred. There is mass panic as they learn their may be deaths inside. A SWAT team is assembled at the gate. They lock and load and are ready to roll. The call comes on the radio and are told to stand down?

One of the first teams of heavily armed police to respond to Monday’s shooting in Washington DC was ordered to stand down by superiors, the BBC can reveal.
A tactical response team of the Capitol Police, a force that guards the US Capitol complex, was told to leave the scene by a supervisor instead of aiding municipal officers.
The Capitol Police department has launched a review into the matter.
Aaron Alexis, 34, killed 12 people at the Washington Navy Yard.
“I don’t think it’s a far stretch to say that some lives may have been saved if we were allowed to intervene,” a Capitol Police source familiar with the incident told the BBC.
A former Navy reservist, Alexis was working as a technical contractor for the Navy and had a valid pass and security clearance allowing him entry to the highly secure building in south-east Washington DC.
About 8:15 local time (12:15 GMT), Alexis entered Building 197, headquarters for Naval Sea Systems Command, which builds and maintains ships and submarines for the Navy, and opened fire.
Armed with a shotgun and a pistol he took from a guard he had shot, he sprayed bullets down a hallway and fired from a balcony down on to workers in an atrium.
He fired on police officers who eventually stormed the building, and was later killed in the shootout.
Multiple sources in the Capitol Police department have told the BBC that its highly trained and heavily armed four-man Containment and Emergency Response Team (Cert) was near the Navy Yard when the initial report of an active shooter came in about 8:20 local time.
The officers, wearing full tactical gear and armed with HK-416 assault weapons, arrived outside Building 197 a few minutes later, an official with knowledge of the incident told the BBC.
According to a Capitol Police source, an officer with the Metropolitan Police Department (MPD), Washington DC’s main municipal force, told the Capitol Cert officers they were the only police on the site equipped with long guns and requested their help stopping the gunman.

When the Capitol Police team radioed their superiors, they were told by a watch commander to leave the scene, the BBC was told.
The gunman, Aaron Alexis, was reported killed after 09:00.
Several Capitol Police sources who spoke to the BBC asked to remain anonymous for fear of reprisal.
Capitol Police Officer Jim Konczos, who leads the officers’ union, said the Cert police train for what are known as active shooter situations and are expert marksmen.
“Odds are it might have had a different outcome,” he said of Monday’s shooting and the decision to order the Cert unit to stand down. “It probably could have been neutralised.”
Capitol Hill Police chief Kim Dine has ordered “a comprehensive, independent review of the facts surrounding the Capitol Police’s response to the Navy Yard shootings”.
The Capitol Police Board responded by establishing what it called a “Fact Review Team”, led by Michael Stenger, a former assistant director of the US Secret Service.
Earlier, Capitol Police spokeswoman Lt Kimberly Schneider said its officers had “offered and provided mutual support and assistance at the Washington Navy Yard on Monday”.

Yes, despite multiple reports from mainstream media outlets including CNN that Aaron Alexis blasted his way into the Washington Navy Yard with the poster-gun of leftist ecstasy – the dreaded AR-15 rifle – he in fact took advice directly from our own Uncle Joe Biden and got a shotgun, entered the facility with valid credentials and proceeded to kill and maim his innocent victims. From the moment the first body hit the ground, the liberal media swelled with frenzied visions of angry-white, Tea Party, Republican, Right-wing, Obama-hating, racist, RedState, Limbaugh, TedCruz, Hannity, NRA, Halliburton, White-Hispanic, Texas, SarahPalinRonRandPaulCheneyPleaseLetItBeAConservat iveForOncePleasePleasePlease… Wrong again, Feinstein breath.. According to a BBC report, one of the most heavily armed police teams, assigned with the task of protecting the Capitol complex and responsible for responding to threats of terrorism, was ordered to stand down in response to Monday’s shooting at the Naval Sea Systems Command Headquarters building in D.C.

The Containment and Emergency Response Team (CERT), is highly trained and equipped with the best gear on the market. The team consists of four men and is responsible for safeguarding the Capitol complex.
The specialty unit is the department’s elite tactical team assigned with the task of “dealing with the rise in terrorist actives being directed at the US and its citizens,” according to the SpecWarNet.net.
“Since there won’t be time to call for assistance in the event a terrorist is ever able to execute an attack against the Capitol, their [CERT] primary mission consists of rescuing Congressional members, their staff, and visitors who have been taken hostage by terrorists.”
“Secondary missions include, countering threats made against dignitaries, responding to critical incidents and providing security for major events, such as the Presidential Inauguration,” says the website.
Reports confirm that although the team arrived on the scene shortly after news spread of an active shooter situation at the Navy Yard, several Capitol Police team members say they were told by a watch commander to leave the scene.
The sources spoke anonymously to BBC in fear of repercussions.
The leader of the officers’ union, Jim Konczos, said the whole purpose of the CERT team is to respond to and handle active shooter situations. The officers, who are specifically trained to be expert marksmen, arrived fully dressed in their tactical gear and armed with HK-416 assault weapons around 9:00 a.m. Monday morning.
BBC’s report reveals that an officer with the Metropolitan Police Department (MPD) told the CERT team they were the “only police on the site equipped with long guns and requested their help stopping the gunman.”
However, shortly after the CERT team arrived, they were reportedly told to leave.
“I don’t think it’s a far stretch to say that some lives may have been saved if we were allowed to intervene,” said one Capitol Police source.
“Odds are it might have had a different outcome,” said Konczos. “It probably could have been neutralized.”
One Capitol Police officer who supposedly overheard the request for CERT to stand down felt frustrated by the command.
Spokeswoman for the MPD responded to the allegations saying they were “not true.” The Capitol Police announced Wednesday they are investigating the allegations and plan to pull radio logs from Monday’s incident.
Senate Sergeant-at-Arms Terry Gainer, overseer of the US Capitol Police Department, had the following response: “It’s a very serious allegation and inference to indicate that we were on scene and could have helped and were told to leave. It crushes me if that’s the case.”
The shooting left 13 people dead, including the suspect, Aaron Alexis.
Alexis, 34, was employed by a defense contractor for the Navy and had been issued a “secret” clearance and a common access card (CAC) that enabled him to get into the building.
Officials say they are reexamining the measures used to decide who can be granted such clearances.According to the Washington Post, 4.9 million federal government workers and contractors held such clearances last year.
US Secretary of Defense Chuck Hagel has ordered the Pentagon to “…conduct a wide-ranging review of the physical security at all US defense installations across the world and of the security clearance process,” reported the BBC.
