The Congressional Research Service (CRS), Congress' nonpartisan research arm, defines a sanctuary city as one that "promotes policies that ensure [illegal] aliens ... will not be turned over to federal authorities."

These include "don't ask, don't tell" policies where localities do not require employees — including police officers — to report illegal aliens to federal immigration officials, according to the center.

Dixie, don't know if you can use this, it is an affect of illegl immigration due to laws not being enforced. Just ran across it in alipac!

Emergency Medical Treatment and Active Labor Act, or EMTALA, the patient anti-dumping law in the 1986 COBRA legislation, requires hospital Emergency Depts. and Labor and Delivery Depts. to treat all patients without regard to ability to pay. It bankrupted 84 hospitals in southern California between 1993 and 2004. During the last six years, 14 of 42 Labor and Delivery Depts. in Philadelphia have closed their doors for financial reasons.
