"DORGAN Amendment to H.R. 3074
"Amendment Purpose:

"To PROHIBIT the establishment of a program that allows Mexican truck drivers to operate beyond the commercial zones near the Mexican border."

This was co-sponsored by Sen. Specter and five others. So, unless there is another "Dorgan Amendment", this amendment just stops the Mexican Pilot Truck Program rather than dealing with funding. Or perhaps this is a second "Dorgan Amendment"

Since Dorgan's amendment is attached to (part of) the overall THUD appropriations bill (Transportation, Housing & Urban Dev - I believe...) the entire bill has to pass in order for Dorgan's nix-ing of the Trucking Demo program to take effect. But, since there already is intense heat on Congress and the Prez to do the most basic gov't function at the moment, I suspect after some bickering back-and-forth, that the appropriations bill will pass and then the draw-down on the demo project can kick-in (although, this might take some pressure and oversight on DOT to ensure they follow through as would be required).

We still need the money for the fence too. Can we bring that up while they are talking about the Doran bill? Bush does not not listen. He does not care.
