Sheboygan police arrest deported felon

A previously deported gang member with a violent history was arrested Monday in Sheboygan after a witness reported children jumping up and down in his minivan, Sheboygan police said.

Mauro Cisneros, whose numerous aliases include ages between 30 and 33, could face up to 20 years in prison for returning to the country illegally, said Sgt. Scott Mittelstadt. He was deported to Mexico in March 2003 after being convicted on felony drug charges in Nevada, according to a Immigration and Customs Enforcement spokeswoman.

Cisneros was pulled over about 5 p.m. Monday in the 1200 block of North Taylor Drive after witnesses reported young children jumping in the back of his minivan, Mittelstadt said in a press release. Police found Cisneros’ five children in the vehicle, three of whom were not wearing seatbelts.

Cisneros was arrested and taken to the police department after providing false identification, and a check of his fingerprints revealed the past arrests, Mittelstadt said.

Police have asked that Cisneros — who is in Sheboygan County jail awaiting charges — be charged with second-offense driving without a license and obstructing an officer. Sheboygan County District Attorney Joe DeCecco said charges could be filed against Cisneros on Wednesday.

Once that case is resolved, he will be turned over to ICE and could be sent to prison for as many as 20 years for returning to the country as a deported felon.

Cisneros is a member of the California-based Sureno 13 gang — which also is active in Sheboygan — and has a record that includes arrests robbery arrest in Nevada for kidnapping, in California for burglary and in Texas for robbery, said ICE spokeswoman Gail Montenegro. She could not say if Cisneros had been convicted of those offenses.

Online court records from Nevada show Cisneros was twice charged with felony drug offenses, convicted and sentenced to prison, in cases filed in 1999 and 2002. Online court records from Wisconsin show only his extradition order from 2002.

It is unknown how long Cisneros has been in the country or in the Sheboygan area, as Montenegro said ICE learned of his return by the Monday arrest.

Last week, police say illegal immigrant Eddie Carbajal-Lile, 27, was driving drunk when he caused a crash that killed 17-year-old Paul Watry of Port Washington. A warrant has been issued for the arrest of Carbajal-Lile, who fled the scene and may be headed to Mexico.
