(Bloomberg) -- Texas Governor Greg Abbott authorized National Guard troops and state police to apprehend migrants who illegally cross from Mexico and return them to the border.

Abbott, a Republican, said a surge in crossings amid insufficient enforcement by the federal government compelled him to make the decision.

“While President Biden refuses to do his job and enforce the immigration laws enacted by Congress, the State of Texas is once again stepping up and taking unprecedented action to protect Americans and secure our southern border,” Abbott said in a statement.
Voter concern over a surge in illegal immigration has been a top issue for Abbott as he campaigns for a third term in office against Democrat Beto O’Rourke, a former congressman from El Paso. Recent polls have shown his lead over O’Rourke slipping in the wake of the Uvalde school shooting and his administration’s efforts to severely restrict abortion in the Lone Star State.
Illegal border crossings hit a record in May. The US Supreme Court last week ruled that the Biden administration could end the “remain-in-Mexico” program that forced asylum seekers to wait in Mexico for their cases to be processed. The administration is also moving to lift Title 42, a pandemic-era measure that expedited the removal of migrants from the US.
The number of times the US Customs and Border Protection encountered migrants jumped to 1.7 million in the 2021 fiscal year, a 77% increase from 2019. In the first seven months of fiscal 2022, encounters surged another 73% over the same period last year and have already easily topped all of 2019.

AUSTIN, Texas – Governor Greg Abbott has issued an executive order to apprehend migrants who illegally cross the border and return them back to the border.
Abbott said that he issued the order after the Biden administration’s decision to end Title 42 expulsions and the Remain-in-Mexico Policy. He says that the country has reached historic levels of illegal crossings. Around 5,000 migrants have been arrested over this 4th of July weekend.

"While President Biden refuses to do his job and enforce the immigration laws enacted by Congress, the State of Texas is once again stepping up and taking unprecedented action to protect Americans and secure our southern border," said Governor Abbott. "The cartels have become emboldened and enriched by President Biden's open border policies, smuggling in record numbers of people, weapons, and deadly drugs like fentanyl."

"While President Biden refuses to do his job and enforce the immigration laws enacted by Congress, the State of Texas is once again stepping up and taking unprecedented action to protect Americans and secure our southern border," said Governor Abbott. "The cartels have become emboldened and enriched by President Biden's open border policies, smuggling in record numbers of people, weapons, and deadly drugs like fentanyl."
According to Governor Abbott, he has taken some action to secure the border such as,

• Securing $4 billion in funding for Texas’ border security efforts.
• Launching Operation Lone Star and deploying thousands of National Guard soldiers and Texas DPS troopers.
• Signing a law to make it easier to prosecute smugglers.

And many more.

Commissioner Chris Magnus spoke during a press conference Friday to announce recommended disciplinary actions for four Border Patrol agents who according to a 511-page report, used ‘unnecessary’ force in a 2021 confrontation near Del Rio involving Haitian immigrants.

One reported asked Magnus about Abbott’s decision to issue an executive order that gives the greenlight for Texas Department of Public Safety and Texas National Guard to arrest migrants who cross into the country illegally and take them to the border.
Abbott says the executive order comes in response to “historic levels of illegal crossings” and the White House’s ongoing attempts to end Title 42 and Remain in Mexico immigration policies.
Magnus briefly addressed Abbott’s actions to address illegal immigration.

"We have a shared interest with Texas DPS as well as other state officials in maintaining a safe, orderly, humane immigration process,” Magnus said. "We stand ready to work with Texas to achieve these goals, but the challenge is when any state such as Texas takes unilateral actions it just makes it harder for us to do this.”
Since December, a coalition of immigrant rights groups has called on the Biden administration formally look into Operation Lone Star, Abbott’s multi-billion dollar endeavor to counter illegal immigration and drug smuggling.
“Under Operation Lone Star, individuals are being targeted, they’re being racially profiled and placed in a separate legal criminal system where their due process rights are being violated,” said Priscilla Olivarez, policy attorney and strategist with the Immigrant Legal Resource Center.
Olivarez cited a report by the Texas Tribune that states the U.S. Department of Justice is investigating alleged civil rights violations under Operation Lone Star. But the DOJ could not confirm whether or not an investigation is taking place despite records from at least two Texas agencies indicating otherwise.
“I would just once again call on the Biden administration to act and to act and to act quickly and to investigate Operation Lone Star formally. I would also call on the administration not to cooperate with Abbott in this illegal and unconstitutional scheme.”
Operation Lone Star has led to more than 274,000 migrant apprehensions and more than 16,900 criminal arrests, according to Governor Abbott’s office.
Authorities have seized over 5,700 weapons and more than $43 million in currency.

(Natural News) In response to a request from several border counties in Texas that petitioned him to join their declaration that an illegal alien “invasion” is occurring, Gov. Greg Abbott has now affirmed that, yes; there is a serious problem at America’s southern border.
On July 7, Abbott took what one media report called an “unprecedented step” by issuing an executive order directing state law enforcement officers to apprehend illegal aliens and immediately return them to a port of entry at an international bridge.
“I … do hereby authorize and empower the Texas National Guard and the Texas Department of Public Safety to respond to this illegal immigration by apprehending immigrants who cross the border between ports of entry or commit other violations of federal law, and to return those illegal immigrants to the border at a port of entry,” Abbott’s executive order states.
It only took two days for Abbott to respond to the five Texas counties, led by Kinney County, that invoked “invasion” language to access more state constitutional authority to deal with the illegal alien onslaught that is resulting in tragedy after tragedy.
Abbott’s executive order allows him to call on state military forces under Article IV, Section 7 of the Texas Constitution, as well as relevant sections of the Texas Government Code, to take swift action in response to the problem since the federal government is apparently not doing nearly enough to deal with the problem.
“President [Joe] Biden’s failure to protect our border has necessitated action by the State of Texas to ensure public safety and to defend against violations of its sovereignty and territorial integrity,” Abbott’s order further reads.
“The cartels have become emboldened and enriched by President Biden’s open border policies, smuggling in record numbers of people, weapons, and deadly drugs like fentanyl.”
More than 2 million illegal aliens have tried to force their way into Texas since Biden assumed office

Since Biden illegally took office back in January 2021, Border Patrol agents have reportedly apprehended more than two million illegal aliens trying to enter just Texas alone. Along the entirety of the southwest border during the same time period, agents have detected, but not captured, another 850,000 of them, which they refer to as “getaways.”
This is a lot of people, and Abbott says that Biden is refusing to enforce federal laws currently on the books, as enacted by Congress, that require the detention of certain immigrants, including some who have claimed asylum or committed a crime.
“President Biden’s reckless refusal to secure the border will provide material support to the cartels, allow them to smuggle more dangerous people, drugs, and weapons into Texas, and embolden cartel gunmen to continue shooting at state and federal officials,” Abbott says.
Making an example out of one of the many problems that southern Texas faces due to the Biden regime’s refusal to enforce the law, Kinney County Sheriff Brad Coe personally drove four illegal aliens to the international bridge in Eagle Pass and released them back to Mexico after Border Patrol was “unable” to take them into custody.
Prior to Abbott’s announcement and executive order, Kinney County Attorney Brent Smith says that by the end of July, as many as 25 Texas counties in total were planning to join the “invasion” declaration as well, due to what they are seeing ever since Biden assumed the White House.
“We’re at a breaking point,” says National Border Patrol Council President Brandon Judd, adding that it is “absolutely” appropriate for Abbott to invoke his powers under the Constitution.
“We’ve got miles upon miles of border that just aren’t patrolled because we have to deal with, frankly, an invasion.”

Abbott said in an exclusive interview on "Sunday Morning Futures" that the "unprecedented" and "overwhelming" situation is a result of President Biden eliminating all the policies former President Trump put in place.
The Republican governor made the argument five days after multiple counties in his state declared the crisis at the southern border an "invasion" and called on the governor to do the same, arguing that it would give the state more power to send illegal immigrants to Mexico.
"These counties are dealing with something that's completely unprecedented," Abbott said on Sunday, noting that "it was just two years ago we had the lowest number of people coming across the border and apprehensions under President Trump."

"And then President Biden took over and eliminated all of the policies that President Trump put in place, and it has led to this unprecedented, overwhelming number of people coming across the border," he went on to stress.

Abbott’s comments come at a time of historic migrant encounters at the border. There were more than 239,000 migrant encounters in May, and Abbott said that there were thousands of migrant apprehensions in Texas alone over Independence Day weekend.

"There's a record number of people coming across the border from more than 150 different countries across the entire globe," Abbott told host Maria Bartiromo on Sunday. "We're seeing over the Fourth of July, for example, in just the Del Rio sector, which is only one of five sectors in the state of Texas, there were about 5,000 people either apprehended or who were ‘gotaways.’"
Abbott spoke with Bartiromo three days after he signed an executive order that allows the Texas National Guard and the Texas Department of Public Safety (DPS) to apprehend and return illegal immigrants who have crossed between ports of entry to the southern border, although not into Mexico.

On Sunday, Abbott referenced the word "invasion"saying the Biden administration has "abandoned the covenant, in Article IV, § 4 of the U.S. Constitution, that '[t]he United States … shall protect each [State in this Union] against Invasion …'"

The governor also pointed to a new United Nations migration study, which labeled the border crossing between the U.S. and Mexico the deadliest migration land route in the world.
The study, conducted by the Missing Migrants Project and published by the International Organization for Migration (IOM), recorded at least 1,238 deaths during migration in the Americas in 2021, with at least 728 of those deaths occurring on the U.S-Mexico border.

"The number of deaths on the United States-Mexico border last year is significantly higher than in any year prior, even before COVID-19," Edwin Viales, author of the report, said. "Yet, this number remains an undercount due to the diverse challenges for data collection."
The dangers of the crossing made headlines last week after the discovery of a tractor-trailer in San Antonio, Texas, containing 46 migrants who died and 16 who required immediate hospitalization. Some of those taken to the hospital died shortly after arrival.
The victims came from Mexico, Guatemala, and Honduras, highlighting the scope of the migration route. IOM reported that this brought the total number of victims along the border to 493 for 2022 alone.
Abbott added on Sunday that "we know about 42 terrorists who have been apprehended coming across the border," which he noted do not include the "’gotaways’ coming across the border."
"And then there's the fentanyl coming across the border," he continued. "And so, yes, we do have an invasion driven by the cartels coming across our border that are pouring people into our country at unprecedented levels."
