    the ‘federal government' – the one that was established by the citizens and the states, has plans to provide Social Security benefits to Mexicans under a "Totalization Agreement" with Mexico. This "Totalization Agreement," if signed by the President, would make millions of Mexicans, both legal and illegal, that work or have worked in the United States eligible for social security benefits, even if they reside in Mexico.

    These Mexico nationals would qualify for social security in 18 months whereas it takes 40 years to qualify for Mexico's retirement system.

    Congress held hearings and it was reported that this foreign treaty, entered into without the advice and consent of the states, could cost as high as $345 billion over ten years. This treaty does not have to be passed in Congress or approved by any state! But, Congress can repeal it within 60 days if signed.

    If the federal government can spend $345 billion over ten years or $34.5 billion a year for Mexico's social security -- they can surely spend $34.5 billion a year for border security for the CITIZENS of this country

    This is why president Bush wanted change and restructure social security. This absurd Totalization Agreement would give Mexicans the same benefits that are due to Americans, only they wouldnt have to start from the beginning. Social Security benefits would go into effect immediately. So Mexicans, illegal and legal, can go back to Mexico and receive money right away. Why is all this happening?! Its absurd. I cant imagine anything more assinine.
