They could do that with a President doing it but if it was through Congress as an Act to clarify the meaning of the Jurisdiction phrase then the courts technically are out of the loop. Congress has the power to Clarify or Define the meaning of something in the Constitution. As long as they aren't really adding to or subtracting from it a simple Act will work.
However the President has more powers as well as does Congress that the Courts also won't have as much luck stopping. One such thing is not *outright denying* citizenship to children born to illegal aliens but to require valid ID of the parents in filing a birth certificate for the child for *identity* confirmation. Then make a list of acceptable IDs. The courts would have a tough one with that as well along with previous cases that have failed similiar.
