President Trump is signed a memorandum Thursday that will enforce a 23-year-old provision requiring sponsors of legal immigrants in the U.S. to reimburse the government for any social services such as Medicaid or welfare used by the immigrant, Fox News has learned.The provision was part of the 1996 Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) and Welfare Reform laws that were signed by then-President Bill Clinton, but despite being enshrined in federal law, the rule has not been enforced.

Under the provision, each future sponsor of an immigrant would need to sign an affidavit that would spell out the financial responsibilities for the sponsored immigrant and create a collection mechanism to recover funds from the sponsor. The Department of Health and Human Services is to collect the data of the sponsors and the immigrants, while the Treasury Department would collect the funds.

The move – part of the president’s push for a merit-based immigration system – is meant to make the person sponsoring the immigrant responsible for any medical or financial benefits the immigrant receives.

The president’s memorandum comes a week after Trump announced his immigration overhaul that, if adopted, would dramatically alter how the U.S. accepts people into the country and upend the system in order to favor admissions based on merit rather than family ties.
“Our plan will transform America's immigration system into the pride of our nation and the envy of the modern world," Trump said from the Rose Garden.

The proposal would judge immigrants with a points-based system that would favor high-skilled workers -- accounting for age, English proficiency, education and whether the applicant has a well-paying job offer.
Currently, only about 12 percent of immigrants are admitted based on employment and skills, while 66 percent are admitted based on family connections inside the U.S., officials have said. Administration officials estimated that those numbers would flip to 57 and 33 percent, respectively, under the Trump plan.

Trump has long sought to end what he has called “chain migration” as part of his broader push to reform America’s immigration laws and who is allowed into the country.
He also frequently has called for the end to the visa lottery program, something his immigration plan has sought to do. It would be replaced by a new "Build America Visa" program that would recognize "extraordinary talent" and "people with professional and specialized vocations," including exceptional students.

The plan would not deal with those already in the country illegally, including those who came to the U.S. as children and were protected under an executive order signed by then-President Obama. However, Trump said it would close loopholes so that gang members and criminals would be inadmissible and would stop frivolous asylum claims.
"For criminals already here, we will ensure their swift deportation," he said.

It is expensive to live here, we cannot afford our own bills, and we sure as hell do not want to pay for their bills out of OUR wallets!

Terminate the refugee, asylum, TPS and illegal alien programs. We owe them nothing!

We are not the dumping ground or ATM machine for the world. And if they miss their families...then pack your bags and go back to your country. We do NOT want your entire family tree coming here!

Put them in Safe Zone on their soil and let the U.N. pay 100% of the bill. The U.N. rips us off for billions of dollars AND dump these parasites on our backs to pay for again, and they are destroying our country and our future.

Trump's Message to Immigrant Sponsors: You Want 'Em? You Pay for 'Em!

We are not their Travel Agent either! Stop funding airplanes and buses and transportation for illegal aliens!

I do NOT want to pay for this or their medical care, food, school or housing!

Deport them all!

TRUMP...cut off the budget funds for their transportation within the USA.

Send the memo to Border Patrol to STOP using our tax dollars to load them on buses here!

Transport them nowhere but home!

Offer a bus ticket home and nothing else!

Stop forcing us to pay for their airplane and bus rides AND YOU dumping them in our neighborhoods!

Whoop-de-do! The priority right now should be stopping the flood of illegal immigrants pouring across our border. We can get to this other stuff next. Priorities, priorities, priorities!

Yes, and to do that I think we need to fix the laws that force or allow agents to allow the illegal entry and protect the illegal aliens once inside the country.

Another "memorandum" that will NOT be enforced.

Trump's paper and pen is worthless as his tweets and "threats" to shut the whole border down and sign the Executive Order to end birthright citizenship.

He is allowing Border Patrol to use OUR money to fly them and bus them all over the USA. Sign that MEMORANDUM that not one dime of our money will transport them ANYWHERE but home!

We should not be paying for their transportation...WE are not the Travel Agent for these invaders! That is outrages to EVEN consider paying to transport them! We owe them nothing!

No President can change the law with his pen alone, he needs legislation passed by both chambers of the US Congress to do that. He can do "tweaks and twacks", but a President alone can't do very much on issues like immigration because that is all 100% guided by Congressional laws. Trade is different, the President has a lot of authority to manage trade and certain types of regulations, but on immigration, he has no authority or power at all to change the laws without Congress.
