Here is something they are doing in the UK. The only thing is they are using them on their citizens.

UNDERCOVER mobile CCTV cameras look set to come to the streets of Barrow to help tackle neighbourhood nuisances.
More security cameras are in the pipeline to cover trouble hot-spots and stamp out community problems.
A CCTV system already operates in Barrow town centre and mobile devices provide surveillance in other areas.
Council chiefs report the existing system has deterred anti-social behaviour.
But they say a more flexible system is required for surveillance of particular problems such as youths hanging around, fly-tipping and dog-fouling.
The new system is expected to cost around £20,000. It is likely to comprise the latest technology available.
There is a range of equipment on the market, including cameras which can be hidden inside cars or partially buried in the ground.
Many state-of-the-art cameras are small, light and portable and do not need lots of paraphernalia.

At huachuca in April you would be amazed at what they did with just string and tin cans. As sexy as webcams may sound, I think we first should go into uncharted waters with just microphones. In the desert, one person with a couple of 50.00 audio recorders and microphones could cover a lot of territory plus be safer. it's a good and cheaper start. Once we work with that, we can go to webcams.

Yeah, web cams.... you would have to make them out of Kryptonite.
Then there is always the novelty of enforcing the law.

"MILLISECOND MEN"
American Border Patrol (ABP) is installing a series of fixed BorderCams to watch for invaders. These BorderCams, which have pan-and-tilt and zoom capability, will be operated remotely from the Internet. The first Border Cam is up and operating. ABP is now seeking volunteers to operate these cameras from their own computers.
QUALIFICIATIONS
To take on the responsibility of actually controlling one of our BorderCams, we must know that you are a loyal U.S. citizen and not part of the opposition. You must also have a computer with Windows 2000 or XP and have a high-speed Internet connection. You must also be computer savy and not require a lot of hand-holding. (We will provide a manual for operating the camera,)
If you qualify and can help out, we would expect you to stand guard with the BorderCam at least thirty minutes a day three days a week. The camera is capable of low-light viewing but not infra-red, so night operations will be limited until we add an infra-red camera.
If you spot susptected border intruders (SBIs) you will alert American Border Patrol for further action.
