    What is a NON conformist

    If any civil disturbance by a resistance group, religious organization, or other persons considered to be non-conformist takes place, under Appendix 3 to Annex B of Plan 55-2 hereby gives all Federal forces total power over the situation if local and state authorities cannot put down said dissenters.

This was done in an effort to provide military support to civil authorities in response to civil emergencies.

    JTF-LAJoint Task Force Los Angeles

    Garden Plot is the generic Operations Plan [OPLAN] for military support related to domestic civil disturbances.

    On the afternoon of 29 April 1992, the worst civil unrest since the riots of the 1960's erupted in the streets of Los Angeles. Forty-four people died, and hundreds of injuries occurred before order was restored. Property damage reached the billion-dollar mark because of rampaging looters and the thousands of fires that they set. The LA riots of 1992 were unquestionably the most costly civil disturbance in US history.

    At 2230 on 29 April 1992, as part of the response to this disorder, the 3d Battalion, 160th Infantry (Mechanized), 40th Infantry Division, California National Guard, was ordered to mobilize. Between 2100 and 2400 the following day, all 3d Battalion companies deployed to their assigned areas. It was the first tactical battalion to be mobilized, the first to deploy to the streets of LA, and the last to redeploy.

    Joint Task Force Los Angeles (JTF-LA) was formed following a Presidential Executive Order on the evening of 1 May. The Executive Order federalized units of the California National Guard (CAARNG) and authorized active military forces to assist in the restoration of law and order. JTF-LA formed and deployed within twenty-four hours, assembled from US Army and Marine forces. It operated in a unique domestic disturbance environment, while working with city, county, state, federal agencies and the CAARNG.

    In Operation Garden Plot, military forces established intelligence exchange with suburban police departments, local city command posts, the Los Angeles Police Department (LAPD), the LAPD emergency operations center, the city command center, the sheriffs office, the Federal Bureau of Investigation (FBI), and the Bureau of Alcohol, Tobacco, and Firearms. During Operation Garden Plot, units used a variety of government-owned, off-the-shelf purchased, and personally owned equipment to effectively conduct operations. Additional communications equipment included such things as cellular phones, faxsimile machines, and police scanners.

    On October 17, 2006, Bush held a private ceremony in the Oval Office, where he signed the "John Warner Defense Authorization Act of
    2007" (HR5122) (2), or "Public Law 109-364." This law will allow the U.S. government to declare "public emergencies" and station military
    troops across America, including the National Guard, to suppress "public disorder."


    Section 1076 of the Authorization Act, "Use of the Armed Forces in Major Public Emergencies" provides an additional $500+ billion to the
    Pentagon for its war on terror.
    Section 333 of the Act, "Major Public Emergencies; Interference with State and Federal Law" says that the U.S. government may employ the
    armed forces, including the National Guard in Federal service, to restore public order and enforce the laws of the United States when, as a result
    of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any State or possession
    of the United States, the President determines that domestic violence has occurred to such an extent that the constituted authorities of the State
    or possession are incapable of ("refuse" or "fail" in) maintaining public order, "in order to suppress, in any State, any insurrection, domestic
    violence, unlawful combination, or conspiracy."


    In 1968 the Defense Department drafted a plan, "Operation Garden Plot" or Civil Disturbance Plan 55-2. This plan was used during the
    L.A. "riots" of 1992 and during the anti-WTO protest in Seattle. The government has upgraded the plan in the last four decades, and has
    reactivated the plan.
    The U.S. military is currently training troops, as well as police agencies to suppress all "public disturbances."
    The government has always used military troops or militias, from colonial times to today, to maintain "internal security" by putting down
    public dissent and unrest.

    U.S. troops and militarized police units have/are conducting exercises for fighting in urban terrain, using non-lethal and lethal weapons.
    These military units are being trained to eradicate any/all "civil disobedience, disorder or disturbance." The training exercises reflect the
    rising levels of police violence against non-white people, poor whites, homeless, etc.
    Military exercises, such as "Operation Urban Warrior" have/are taking place in cities and towns across America and Canada.

    With Bush's federal police czar, Michael Chertoff overseeing these "homeland defense" training exercises, and with military officials,
    judges, lawyers, doctors, professors, and other self-titled "elite", all of whom have decided who their "terrorist" enemies are and what
    constitutes "public disorder" are conducting these exercises because they see the "common masses" as a threat to their democracy
    Throughout their entire history, the ruling elite have always used violent force to suppress the "disturbing behaviour" of the common
    masses -- and to continue with their thefts, pursuit of authority, money and other riches, material items, etc.

    The authorities have created this infrastructure of repression to eliminate any person opposed to their authority, and to destroy those
    who rise up in rebellion against the oppressive church-state.
    In 2005, the U.S. Air Force conducted a "black program" that is still highly classified, so it is more than possible that there are other
    "public suppression programs" besides "Operation Garden Plot."

    In July, 1964, 1,500 National Guard troops were sent to Rochester, New York to quell an uprising by the black community which had been
    ignited by white police violence. A few months later Lyndon Johnson ordered the FBI to give local and state police agencies riot control
    training, and by the summer of 1967 more than 70,000 personnel had been trained.
    Lyndon Johnson established the National Advisory Commission on Civil Disorders on July 29, 1967, to investigate the "public disorder"
    in Detroit, Michigan which left 43 people dead, hundreds wounded, and 5,000+ left homeless. Cyrus Vance, future Defense Secretary,
    was Johnson's personal observer in Detroit, and the report was issued on March 1, 1968.

    The ruling "elite" have/will always fear(ed) "domestic insurrection" by the common masses. The urban riots that occurred across America
    in 1967 - 1968 resulted from class and social oppression, and which was further inflamed by the police/military intervention.
    Lyndon Johnson's executive order required the commission to identify any/all individuals or groups who are encouraging or inciting violence,
    and the origins of the influences and actions of all recent "civil disorders" -- more than 160 "public disturbances" occurred in 128 U.S. cities
    in a period of nine months.

    Johnson's appointed commission members included Charles B. Thorton, CEO of Litton Industries, a member of the DoD Industry Advisory
    Council and the National Security Industrial Association; John L. Atwood, CEO of the North American Rockwell Corporation (also the
    commission advisor on private enterprise); and Herbert Jenkins, Chief of Police in Atlanta and president of the International Association of
    Police Chiefs. The commission's war strategy included consulting over 200 big-city police chiefs, and smaller law enforcement agencies
    were also participants in the commission. Twelve military officers from all branches were also consulted, and who served the commission
    as contractors. The Law Enforcement Assistance Administration (heavily funded by Washington, and other donors), and who in turn, finance
    SWAT teams and other militarized police units.

    Anthony Downs, one of the commission's consultants, said that "it would be much cheaper to suppress urban violence in the future than it
    would be to pay for social services."
    The commission gave Lyndon Johnson the recommendations he had demanded: (1) "short term measures to prevent riots" (2) "better
    measures to contain riots once they begin" (3) "long term measures to eliminate riots in the future" (4) "to control and repress black rioters
    with any/all means available" and (5) "to assure white America that their peace and security was in hand."

    The commission commended the military for its urban warfare planning and training. and recommended that the military and law enforcement
    agencies work together in developing the different aspects of controlling "public disorder" -- such as command and control, logistics, training,
    planning, doctrine, intelligence, legal aspects, public information, and personnel.
    In 1968, the Pentagon created the "Senior Officers Civil Disturbance Course." The Military Police Academy in Georgia trained military troops,
    police officers, and security agencies to plan and implement contingency plans to control and suppress "civil disorders."

    The Army Task Force that created the "Operation Urban Warrior" plan changed its name to the "Directorate of Civil Disturbance Planning and
    Operations" during the rioting that broke out following the murder of Martin Luther King. 21,000 military troops were deployed across America
    to suppress and control the black rioters.
    In June of 1968, the Army Task Force took up residence in the Pentagon, and changed the name of its plan to "Directorate of Military Support."
    The DoD and Justice Department were spending vast sums to create large national riot forces to quash "civil disorder."
    1500 personnel worked 24/7 in the "domestic war room" to monitor, record, and store all information on all public dissent and civil disorders.

    The Directorate also oversaw deployment of military troops whenever necessary.
    Prior to 1970, the U.S. military and law enforcement agencies focused mostly on black people committing "social disruptions" -- but as the
    70's began civil unrest began to grow, and by 1971, the U.S. government and military had established an intricate nationwide surveillance
    system that spied on hundreds of thousands of U.S. citizens. (Ditto for Canada).

    The military and police began to include members of intelligence agencies, and began training exercises to deal with large groups of "domestic
    terrorists" -- and developed a number of scenarios, such as using informants and using political espionage, to quash all domestic disturbances.
    Ronald Reagan, both as Governor and President, was an enthusiastic supporter of "Operation Garden Plot" war games.
    In 1973, the U.S. military, FBI, ATF, and other federal agents, along with state and local police, raided the Pine Ridge Reservation at Wounded
    Knee to squash the AIM.

    Since 1968, the U.S. government and military have spent millions to keep its civil disturbance plans operational. The government and military
    have contingency plans to provide logistical and air support to maintain law and order in all fifty states, the District of Columbia, Puerto Rico,
    the Virgin Islands, and other U.S. territories and possessions, or any protectorate and political subdivision.
    Operation Garden Plot is a presidential executive order that authorizes and directs the Secretary of Defense to use martial law to restore
    law and order to the United States.

    When the U.S. government decides that any "public disorder" makes it impossible to enforce U.S. laws, the U.S. military will make an offer
    of "protection" the public cannot refuse. When protests erupted over the U.S. invasion of Cambodia in 1970, the military quickly deployed
    troops on the East coast to supress the "civil disobedience."
    Under Chapter 15, Title 10, of the U.S. Code, "civil disturbance" includes all domestic disruptions; such as riots, acts of violence, insurrections,
    unlawful obstructions, assemblages, or other public disorders that are prejudicial to the security of the State.

    The U.S. government has numerous statutes, such as DoD Directive 3025.12, to give it the legal authority to target any/all dissidents,
    domestic terrorists, extremists, or other disruptive elements who perpetrate any civil disorders that prevent civilian authorities from
    maintaining law and order.

    Operation Garden Plot requires that all military branches train and equip ten brigades of troops, and have them ready for rapid deployment at a
    moments notice. In addition, an elite Quick Reaction Force will be kept on a 24 hour standby status, to seize and control "objective areas" in
    the event of a "national emergency."
    The minimum number of troops required at "objective areas" is 5,000, and a maximum of 12,000 troops. 18,000 troops will be stationed in
    Washington, D.C.

    In 1981, the U.S. government passed the "Military Cooperation with Civilian Law Enforcement Agencies Act, and in 1986, the DoD issued
    Directive 5525.5 or Cooperation with Civilian Law Enforcement Officials, which authorize the militarization of all law enforcement agencies.
    The U.S. Army Field Manual, 19-15 (Civil Disturbances), allows officers to prepare and provide assistance to civil authorities in "civil
    disturbance control operations." Military training for civilian authorities include "the nature of civil disturbances", "illegal participants",
    "intelligence" (information planning), "control force operations", "crowd control operations", "criminal activists" (threat analysis), in which
    law enforcement agencies can exchange useful information about training methods, riot control, extreme force measures, apprehensions,
    and detentions.


    G2, or Military Intelligence (oxymoron), gathers information on the public to see if their activities are linked to terrorists or terrorist activity.
    The U.S. government says that "civil disorders" in any form are antagonistic to its authority and security.
    When a "national emergency" is declared by the government, military and civilian authorities will work together in making arrests of people
    who are engaged in "unlawful behaviour." The authorities will use methods such as clothing/body searches, barriers, ID and pass systems,
    control of all public services, and "saturation patrols."
    The authorities will prevent people from gathering by using "martial rule that is based on public necessity (safety)". Public gatherings will be
    banned to prevent people from planning acts of violence, making critical remarks against the government, rioting, or other forms of "civil
    disobedience."

    The authorities will use a variety of weapons to suppress "domestic disturbances" such as pepper/bear spray, tear gas, water cannons,
    taser guns, bean bag guns, riot batons, stun and/or fragmentation grenades, white phosphorus, C4, napalm, landmines, shotguns, rifles, APC's,
    tanks, helicopter gunships and other aircraft, mini-guns, bulldozers, etc., as well as other devices such as infrared/night vision goggles, ladders,
    ropes, grappling hooks, PA systems, video/audio recorders, etc.

    The U.S. government and military have many detention camps ready to detain large numbers of "domestic terrorists", and are building new
    camps and prisons to inter people, These camps will be on military bases or other suitable federal properties, which will be located near
    "disturbance areas" but also far enough away to prevent attacks by rioters.
    Detainees arriving at these camps will be put into holding areas, searched, and processed. After detainees are searched and logged in, a
    file is opened, with a case file number for each prisoner. Detainees will be required to wear ID tags on their wrists, and different colored tags
    will be used to identify different classifications of detainees.
    There will be "medical treatment areas" for injured detainees, handi-capped detainees, the elderly, etc.

    "Domestic support operations" by the military are not new. They had their beginnings in Europe, with the rise of royalty and religion.
    The British used domestic support operations in the "new world", and the practice was continued as the U.S. pushed westward with its
    policy of "manifest destiny."

    Following the U.S. Civil War, the Posse Comitatus Act was passed, and the U.S. public still believe that the law prevents military troops
    from enforcing civilian laws. However, this is not true, because this law only applies to the U.S. Army; not to state militias, the National
    Guard, Air Force, Navy, Marines, or Coast Guard.

    Under the Reagan administration, the Posse Comitatus Act was amended twice. The first amendment allows the government to suspend
    the law in the event of "nuclear terrorism", and the second amendment (Defense Against Weapons of Mass Destruction Act) which allows
    federal agencies to step in if terrorists stage chemical or biological attacks.

    In 1995, Bill Clinton signed Presidential Decision Directive 39, a "counter-terrorism" law that provides guidelines for authorities to develop
    plans for "crisis management" and "consequence management."
    In 1998, Clinton signed Presidential Decision Directive 62, a law that mandated protection against unconventional threats to the homeland
    and overseas.

    In 1999, Bill Clinton appointed NATO Admiral Harold W. Gehman Jr., to the Pentagon to oversee the responsibilities and roles of its
    military commands around the world, and to take charge in defending the homeland should terrorists attack the nation.
    Like Operation Garden Plot, the report, "The Crisis of Democracy" (Trilateral Commission), written by Samuel P. Huntington, is a blueprint
    for countering public revolution. Huntington also wrote the book: "The Soldier and the State: The Theory and Politics of Civil-Military Relations"
    in 1959.

    From the Roman Empire (forerunner of christianity) to the European kingdoms, to America and Canada, and other places that have been
    polluted by their political-religious ideology, the military and police have defended the rule of the rich and upheld their democracy.
    The pro-democratic essence of the "elite" is to keep the masses enslaved to provide profits and wealth for them, to keep the public in total
    obeisance, and to violently enforce their social order.

    Fed up with democracy? As America, Canada, and other nations continue with their "peacekeeping missions" around the world, to feed
    their insatiable appetite for wealth and prestige, resistance to their militarist total force policy is growing. The militarism of western nations
    is failing in Iraq and Afghanistan, and as government militarism continues to oppress their respective citizens, it has created new avenues
    of resistance, and the masses will rise up for the final time, to destroy, once and for all, the pathologic ideology of the church-state that
    suffocates all life.
