    Yes they are familiar but you know what? Many of them come up as stolen or have a seize tag order that comes up on the police computer. They have to be extremely cautious drivers and make sure that they aren't missing a mirror or have burnt out bulbs.

    My parents live in South Florida and my Father has often told be that it is common for cars to not even have plates. People put a hand made sign in their back window that says "plate stolen." They get away with this apparently with no questions asked. They obviously don't pay insurance or get emissions checked on the cars either.

    Probably the police departments have told their officers not to make contact with these drivers as much as possible, because it is an officer safety issue. These are the drivers that would most likely flee from law enforcement or threaten an officer's safety.

    We have a similar thing here in Southern Arizona with cars driving around with outdated Mexican plates and no law enforcement enforces any traffic laws against them either.
    Illegal aliens remain exempt from American laws, while they DEMAND American rights...

    The police do pull them over if they have time to. Time is the big issue as most days the officers go from call to call and have calls holding. Pulling someone over for that is not as critical as going to a domestic violence call, burglary in progress, violent disputes, strong armed robberies or serious car accidents. The Miami Dade Police as do many municipal departments also go on medical 911 calls. Only when there is a slow day do they have a slow day where they can do a lot. Usually Thanksgiving Day and Christmas Day are good for that.
    The County also has a section that also uses officers from municipal departments that looks specifically for stolen vehicles and anything that looks off on a vehicle they will check. They find a lot of stolen cars, unlicensed drivers and more. But those people usually hang low by driving to work and back and not much more.
    The illegals and those with stolen vehicles also have another trick they try to use and that is putting the paper temporary tags on their vehicle. The temp tags get stolen from dealers often but those people don't realize that the theft gets reported and poeple with temp tags get run and checked out more often.
