Sheriff Joe Arpaio's illegal-immigration enforcement efforts in Maricopa County have been spearheaded by Kansas attorney Kris Kobach since late 2009.

Kobach, who helped craft Arizona's controversial immigration law, produced a training video for Arpaio's deputies in early 2010 that touches on controversial topics related to illegal-immigration enforcement, including what police need to have "reasonable suspicion" and the authority of local police to enforce federal immigration laws.
