Everyone in mexico carries a national voter identification card that must be verified against a voter registration booklet. You walk up to the table, present your voter identification card and they look you up in the precinct booklet. The booklet contains your picture and information which must matched against your voter identification card. No card NO VOTE, NO MATCH NO VOTE! It's that simple!

Even third-world mexico understands how important it is to protect the integrity of the voting process, even if corruption occurs after the votes have been cast.
