Bush ALWAYS has a fake audience. Notice how he stands in front of a bunch of people with maybe ONE conspicously placed white person in the crowd? They are "plants". I have seen him do this whenever he gives a speech on "illegal immigration". I guess he wants the audience to look as diverse as possible.
