Conn. Legislature Passes TRUST Act

A week after passing legislation to allow immigrants to obtain drivers’ licenses, the Connecticut state legislature voted unanimously to enact the Transparency and Responsibility Using State Tools (TRUST) Act, which limits its participation in the federal Secure Communities (S-Comm) program. S-Comm is a controversial program that requires local police to send fingerprints of anyone they arrest to a federal immigration database. Police then detain the individuals until they are placed in immigration detention, even if they have no criminal record. Under the TRUST Act, police would only detain those who have been convicted of a serious or violent crime, are on a terrorist watch list, are known members of a violent gang, or already have a deportation order.

Earlier this year, California’s state legislature passed a similar act, but Gov. Jerry Brown vetoed the legislation, citing the paperwork burden it would place on local enforcement officials.
