Deported convicted felon arrested at Peace Bridge

A convicted felon and Jamaican citizen who was deported from the United States 10 years ago was arrested Monday trying to enter the country at the Peace Bridge.

Winston Anthony Cargill, 46, who presented a passport with the name Alfonso Dickerson, now faces federal charges, Customs and Border Protection officials said Tuesday.

Cargill claimed to be born in the U. S. Virgin Islands and has been charged with making a false claim to citizenship, attempted illegal re-entry after deportation and misuse of passport.

Cargill was deported in March 1999 after authorities arrested him in 1996 in Virginia. At that time, he was arrested on charges of possessing marijuana with intent to distribute and conspiracy to possess dangerous drugs.

The passport he used at the Peace Bridge was a genuine document but had been fraudulently obtained, officials said.

Cargill is being held in the Buffalo Federal Detention Center in Batavia, officials said
