DHS Press Secretary Arrested on Child Seduction Charges

DHS Press Secretary Arrested on Child Seduction Charges

MIAMI — The deputy press secretary for the U.S. Department of Homeland Security was arrested Tuesday for using the Internet to seduce what he thought was a teenage girl, authorities said.

Brian J. Doyle, 55, was arrested at his residence in Maryland on charges of use of a computer to seduce a child and transmission of harmful material to a minor. The charges were issued out of Polk County, Fla.

Doyle, of Silver Spring, Md., had a sexually explicit conversation with what he believed was a 14-year-old girl whose profile he saw on the Internet on March 14, the Polk County Sheriff's Office said in a statement.

The girl was an undercover Polk County Sheriff's Computer Crimes detective, the sheriff's office said.

Doyle sent the girl pornographic movie clips and had sexually explicit conversations via the Internet, the statement said.

During other online conversations, Doyle revealed his name, that he worked for the Homeland Security Department and offered his office and government issued cell phone numbers, the sheriff's office said.

Doyle also sent photos of himself to the girl, but authorities said they were not sexually explicit.

On several occasions, Doyle instructed her to perform a sexual act while thinking of him and described explicit activities he wanted to have with her, investigators said.

Doyle later had a telephone conversation with an undercover deputy posing as the teenager and encouraged her to purchase a web camera to send graphic images of herself to him, the sheriff's office said.

He was booked into Maryland's Montgomery County jail where he was waiting to be extradited to Florida, the sheriff's office said.

There was no immediate response to messages left on Doyle's government-issued cell phone and his e-mail, and he could not be reached by phone at the jail for comment.

Homeland Security press secretary Russ Knocke in Washington said he could not comment on the details of the investigation. "We take these allegations very seriously, and we will cooperate fully with the ongoing investigation," Knocke said.

Doyle, who is the fourth-ranking official in the department's public affairs office, was expected to be placed on administrative leave Wednesday morning.

    Why hasn't he been FIRED?

A student gets suspended for flying an American Flag on his car and a pedophile in the Department of Homeland Security is placed on "administrative leave"....with pay I presume?

Maybe Tom DeLay can return to his previous career as an exterminator and fumigate all of Washington DC.

Between the Clinton and Bush administrations, we've reached the 200 year flood plain for pure sleaze.

It sure makes you feel secure knowing the DHS isn't even competent enough to a background check on a high level employee.

Ex-Homeland Security aide pleads no contest to sex charges
    BY PHIL DAVIS

    ASSOCIATED PRESS WRITER

BARTOW, Fla. -- A former Department of Homeland Security press aide pleaded no contest Tuesday to charges that he had a sexually explicit online relationship with an undercover sheriff's detective posing as a teenage girl.

Brian J. Doyle, 56, resigned from the department shortly after his April 4 arrest and now faces up to five years in prison under the plea agreement. The deal calls for up to 10 years' probation and requires Doyle to register as a sex offender for the rest of his life, his attorney said.

Circuit Judge J. Dale Durrance scheduled sentencing for Nov. 17.

"I just want to say one thing. I am very, very sorry. Very sorry," Doyle told reporters outside the Polk County courthouse in central Florida after the hearing. He remains free on $230,000 bail.

Doyle's attorney, Barry Helfand of Rockville, Md., said his client suffers from depression after a brother and a sister died in separate incidents several years ago. Helfand said he will explain why Doyle pursued the online relationship at the sentencing hearing.

"He's been depressed for quite a long time," Helfand said. "People should understand this a horrendous mistake for which he is going to a horrendous price. This is not an 18-year-old with a long criminal record. This is a man that has served the public and his country well and he's going to pay a horrendous price."

Doyle, of Silver Spring, Md., could have been sentenced to up to 115 years in prison if convicted of the 23 felony charges, which included 16 counts of sending pornographic movie clips to a minor.

Prosecutors said Doyle wrote "very graphic" descriptions of sexual acts in online chats with a 14-year-old named "Ashlynne," who was actually an undercover Polk County sheriff's detective.

Authorities said he sent her pornographic movie clips, as well as non-sexual photos of himself. One photo, released by the sheriff's office, shows Doyle in what appears to be Homeland Security headquarters. He is wearing a department pin on his lapel.

Doyle was arrested after detectives said he tried to set up a meeting with the girl in Florida when she wasn't menstruating. He was chatting online with "Ashlynne" when detectives knocked on his door in suburban Maryland, authorities said.

According to court records, Doyle bragged about his government connections, provided his government-issued phone numbers, showed off his department ID and may have used his official computer in the communications with the detective.

According to transcripts released in the court file, Doyle wrote that "law enforcement is very good at this ... i have soooo much to lose ... despite your denials that it was rape ... they would prosecute me. and i would go to prison."

They also show Doyle saying he met President Bush, adding, "he is not a good president. nice guy but not a good president ... he is not very bright and it is evident ... bush is a liar ... there were NO weapons of mass destruction in Iraq. total lie to go to war."

His arrest sparked a national debate about the agency's hiring practices. Homeland Security Secretary Michael Chertoff said he did not believe Doyle's alleged misconduct resulted in a breach of national security, calling it an individual's "misstep."

Doyle joined the federal government as a civil service employee shortly after the Sept. 11, 2001, terror attacks, working at the Transportation Security Administration. He previously worked, for 26 years, as a reporter at Time magazine in Washington.

He moved to Homeland Security's press operation in the summer of 2005. At the time of his arrest, he was the fourth-ranking spokesman at the agency.

After his arrest, Doyle told detectives he wasn't attracted to children, but had explicit conversations as a "kind of a power trip," court documents show.
