    Dumping of illegal immigrant criminals in Yucaipa enrages officials

    Reports that the San Francisco authorities shipped eight juvenile Honduran crack dealers to an unsecured group home in Yucaipa have state Sen. Bob Dutton, R-Rancho Cucamonga, outraged with the Bay Area city.

    Dutton promised legislation that will get the attention of San Francisco, which has declared itself a sanctuary for illegal immigrants.

    The San Francisco Chronicle broke the story of how the city had been flying criminal illegal immigrants to their home countries at city expense to spare them dealing with federal immigration authorities.

    When they were forced to halt the airlift, they shipped the juvenile crack dealers to a Yucaipa group home to serve out their sentences.

    They had absconded within days and are apparently still at large.

    The senator was in high dudgeon during a telephone interview Wednesday afternoon from his Sacramento office.

    "I was never so mad. I am totally outraged. It's not right, and it's not fair to the people of Yucaipa or the people of California," he said.

    The news touches on the raw nerve of illegal immigration and reawakens Inland views that other Golden State jurisdictions use San Bernardino County as a dumping ground for their problems.

    "This is especially troubling in that you have offenders who should have been deported," Assemblyman Bill Emmerson, R-Redlands, said in an interview during which he also maintained that San Francisco has no business exporting offenders to the Inland Empire.

    "(A) 600-mile separation is certainly unacceptable," he said.

    Like Dutton, Emmerson and Assemblyman Paul Cook, R-Yucaipa, agreed the state needs new laws to address the issues.

    Legislators said it's probably too late to introduce new bills during the current term.

    Yucaipa City Manager John Tooker said it's no secret that troubled youths from other areas are placed in group homes in his town, but Yucaipa officials are legally powerless to act.

    San Francisco Mayor Gavin Newsom, who this week announced he's considering a gubernatorial run, issued a statement Wednesday defending his city while announcing that he has directed city officials to cooperate with the federal government on illegal immigrants who commit felonies.

    "Everyone on the federal side hopes we can have a resolution soon that will allow us to do our job and let (San Francisco) do its job," said Virginia Kice, spokeswoman for U.S. Customs and Immigration Enforcement said.

    The crack dealers were reportedly sent to facilities operated by Silverlake Youth Services, a company with group homes in Yucaipa, Mentone, Redlands, Highland and San Bernardino.

    A man who answered the phone at Silverlake's offices Wednesday refused to give his name or comment.

    San Bernardino County sheriff's spokeswoman Cindy Beavers said this recent case is not the first time youths placed at group homes have simply walked away.

    "According to the captain (Bart Gray) at the Yucaipa station, this is not uncommon," she said.

    "These are not even close to (being) lockdown facilities, and they regularly walk away from them."
