    Homeland Security Secretary Kirstjen Nielsen has told Mexican authorities that National Guard troops deployed on the border would not be armed or participate in immigration or customs duties, according to the Mexican Foreign Ministry.

    Nielsen’s plan, though still vague, would use state Guard units in support roles, in accordance with U.S. law, resembling the two recent deployments from Presidents Barack Obama and George W. Bush.

    Mexico said it has emphasized to the Trump administration that if the deployment comes to resemble a militarization of the border, “it will gravely damage the bilateral relationship.”


    President Donald Trump has spent several days warning of a growing crisis on the border even though illegal immigration is at its lowest level in decades.

    He has repeatedly accused Mexico of doing too little to stop migrants from Central America.


    The plan to use National Guard units was arranged hastily after Trump — who has been frustrated with his inability to get Congress or Mexico to pay for a border wall — said publicly this week that he wanted to use the military to patrol the border until the wall is built.


    On Thursday, he offered praise for Mexican officials for stopping “the caravan” of about 1,000 mostly Central American migrants from entering the United States.


    Spurred by media reports of the migrants, who are in the southern Mexican state of Oaxaca, Trump has blasted the caravan in recent days.


    Trump’s tweet also celebrated the overall drop in illegal border crossings, but still called them “UNACCEPTABLE.”


    The dual message underscores the challenge Trump faces in declaring an emergency at the border to secure Guard troops, in what critics say is a manufactured crisis.

    She needs to be FIRED and shut her pie hole! Do not give the ENEMY the details of OUR mission to secure OUR border! It is none of Mexico's or anybody else's business what the mission of OUR National Guard is. YOU just put our Border Patrol and our National Guard in harms way!

    It will be business as usual due to YOUR big mouth!

    She was at the microphone today answering questions with a meek "it's all in negotiations, being worked out with the Governors and the National Guard Bureau". I didn't even know we had a National Guard Bureau. Has anyone ever heard of the National Guard Bureau??!!

    Mexico official reports DHS told him National Guard will not be armed

    After President Trump threatened on Tuesday to send the military to help protect the U.S.-Mexico border, the Mexican government nervously shot off a question to the U.S. State Department, asking for “clarification” on that statement.




    Wednesday, Homeland Security Secretary Kirstjen Nielsen announced that President Trump would be authorizing the National Guard to help protect the border.


    Mexico’s Secretary of Foreign Affairs, Luis Videgaray Caso, tweeted later Wednesday evening, saying he had spoken with Nielsen and gotten clarification on what the National Guard’s role would be.
    “I talked with the Secretary of Homeland Security, who clarified some aspects of the National Guard deployment at the border. Mexico will act in a sovereign way in defense of the nation’s interest,” Caso wrote.



    He then posted a press release announcing what he claimed Nielsen shared with him:



    The Ministry of Foreign Affairs informs that today Secretary Luis Videgaray Caso held a conversation with the Secretary of Internal Security of the Government of the United States of America, Kirstjen Nielsen.
    Secretary Nielsen informed the Mexican government of the following aspects of the decision to deploy the National Guard to the border with our country:



    1. The National Guard will only support the Department of Homeland Security.
    2. The elements of the National Guard will not carry weapons or carry out immigration or customs control functions.
    3. This is a deployment of the National Guard with characteristics comparable to those that took place in 2006, during the administration of President George W. Bush, with Operation Jump Start, and in 2010, during the administration of President Barack Obama, with Operation Phalanx.



    In all communications on the subject, the government of Mexico has expressed to the United States government that, if the announced deployment of the National Guard resulted in a militarization of the border, it would seriously damage the bilateral relationship.

    He also reiterated the fundamental importance of respect for the dignity and human rights of Mexicans in the United States.



    The government of Mexico will maintain permanent communication with the Department of Internal Security, in order to follow up on this measure and will determine the appropriate actions to be taken, ensuring at all times the national sovereignty and interest.



    The Washington Post reported confirmation that the National Guard will only be there to assist in a support role.



    Federal law prohibits military officials from carrying out domestic law enforcement.



    Under Trump’s plan, National Guard troops will assist Border Patrol agents until Congress passes legislation to deal with what the administration says are legal loopholes in immigration enforcement, according to an official familiar with the plan. The official, who would discuss the unreleased details only on the condition of anonymity, said the troops are expected to be in a support role, conducting tasks such as road development and intelligence gathering.



    The Hill reported:



    But asked about legal limitations that prevent National Guard troops from conducting arrests, seizures and interdictions, Nielsen indicated she’d look to Congress to change those laws.



    “We are looking in every way we can act within the executive branch but I really will continue to ask Congress to please work with me in the next couple months to pass legislation. Some of the [limitations] are absolutely the result of loopholes in our system. They were probably never meant to be there,” she said.


    Translated to English, the April 3 tweet from Videgaray Caso reads: “Mexico has requested the U.S., by official channels, to clarify the announcement of @POTUS the use of the army at the border. The Government of Mexico will define posture according to this clarification, and always in defense of our sovereignty and national interest.”


    In regards to the caravan of over 1,000 Central Americans traveling up through Mexico, who had declared they would seek asylum at the U.S. border, Caso tweeted, “The caravan “Víacrucis del Migranta” was gradually dispersed by decision of its participants. Mexican immigration policy is exercised in a sovereign manner and in accordance with law, and not from external pressures or threats.”


    Special note from DML: It’s time to demand that Congress take action and implement tougher immigration laws to protect our borders.
