So, the states would have to pass their own legislation to change their birth certificate process and deny certified certificates to illegal aliens or those who violated immigration law. They can do that. Still, the federal government can deny passports and social security numbers. That is still federal jurisdiction.

It would still be best to pass Steve King's bill in the House and/or David Vitter's in the Senate that ends birthright citizenship for children of illegal aliens, and end this with legislation.
