A noted medical ethicist has harsh words for local doctors who are treating so-called "birth tourists."
"I think it's clearly unethical," said Dr. Arthur Caplan. "It's not something we support so doctors, hospitals (and) nurses should have nothing to do with this."
Dr Caplan, an often quoted Professor of Medical Ethics at New York University, commented following a KING 5 investigation into a profitable birth tourism company that was recently uncovered in the suburbs east of Seattle.
Fu Hua Enterprises operated two multi-million dollar "maternity houses" in a Newcastle neighborhood. The company charged wealthy Chinese families a minimum of $45,000 for a three months stay. It helped make travel arrangements, provided luxurious lodging and arranged medical care here in the Northwest at hospitals like Overlake in Bellevue.
The Fu Hua website sold Chinese clients on the medical care they can receive at Overlake.
A former employee told the KING 5 Investigators that the women were coached to lie about their pregnancies to gain admission to the US. But he said once the women were on American soil, they were truthful with their doctors about the scheme to have a child delivered in the US.
"It's against our professional ethics to condone practices that are basically illegal," said Dr. Caplan.
Caplan says medical professionals have a duty to report immigration fraud, just as they would report a gunshot wound or suspicions of child abuse to the authorities.
The women typically travel to the US on tourism visas, and conceal their "baby bumps" with heavy clothes.
An Overlake hospital spokesperson did not respond to requests for an on-camera interview.
In a statement, Overlake officials said "We were not aware of this website. As medical professionals, we do not take inventory of how or why a pregnant patient has come to us."
The former Fu Hua employee told the KING 5 Investigators that clients always paid their full bill with cash or credit card before they returned with their baby to China.
Dr. Caplan said they may be one reason the doctors didn't ask many questions of their foreign patients.
"If you're paying cash and the care is fairly lucrative in terms of making money, you might not be so eager to ask questions," Caplan said.

It is illegal to lie to a federal agent when they ask you if you are coming to the U.S. to have a baby.

Although there are no specific regulations prohibiting pregnant foreign nationals from entering the U.S., entry is allowed or denied at the discretion of the admitting U.S. Customs and Border Protection (CBP) Officer. If the CBP Officer determines that you are likely to become a ward of the government (meaning that the government must provide medical care because you do not have medical coverage), you can be denied entry.
When determining if you will be allowed to enter the U.S., CBP Officers take into consideration the date your child is due for delivery and the length of time you intend to stay in the U.S. In addition, they want evidence that you have sufficient medical insurance to cover any medical necessities while you are in the U.S. and that you intend to return home.
If it is determined that you do not have sufficient medical insurance to cover any unexpected or expected medical care while in the U.S., you can be denied entry. Additionally, if you are pregnant and entering the U.S. at a border port of entry via vehicle, be aware the radiation detection portals deployed at the ports do not emit any radiation, and do not present a hazard to you and your unborn child.

Oh, okay! Thank you so much for that information. So all we would have to do to stop this is not let them in, assuming they told the truth, and if they lied, deny a passport and social security number, and instruct the states not to issue a birth certificate based on the fraudulent entry. Wouldn't that work to stop it, at least when they're caught? I mean that's what we should be doing now with all these illegal aliens, you've violated our law, you're a trespasser, no passport, no social security number, no medicaid, and no certified birth certificate.
We don't even need a law to do this. We can do this now. I've always thought so, because there is no law that grants citizenship based just on being born here, it's based on both born here and subject to our jurisdiction and if you're here in violation of that jurisdictional law, there you are not subject to it, you're a violator of it, an unlawful invader.A Nation Without Borders Is Not A Nation - Ronald Reagan

The entire Birth tourism industry is based on them NOT TELLING THE TRUTH.
The Feds telling the states to NOT issue a birth certificate to anyone born in their state would likely be considered a violation of states rights by many states and would be tied up in court for many years.
And the current administration is not going to do that.

That is the current policy. That's what they are already doing.

And all they have to do to get around this ban is get some fly by night insurance company to write fake medical insurance policies that claim to cover all of their healthcare cost while they are in the country.NO AMNESTY

So, the states would have to pass their own legislation to change their birth certificate process and deny certified certificates to illegal aliens or those who violated immigration law. They can do that. Still, the federal government can deny passports and social security numbers. That is still federal jurisdiction.
It would still be best to pass Steve King's bill in the House and/or David Vitter's in the Senate that ends birthright citizenship for children of illegal aliens, and end this with legislation.A Nation Without Borders Is Not A Nation - Ronald Reagan
