EL PASO, Texas (KFOX14) — In late March, the nonprofit organization, Annunciation House, began receiving migrants that were processed and released by U.S. Border Patrol.
Five years prior to that, the Annunciation House had worked with Immigration and Customs Enforcement to coordinate shelter for migrants processed by ICE.
Annunciation House Director Ruben Garcia, noticed several differences in the way the two agencies released migrants, among them, no ankle monitors on migrants to ensure the migrants show up to their immigration court hearing.
“The refugees that are coming to us through Border Patrol do not have ankle monitors,” said Garcia during a press conference April 1.
KFOX14 asked Border Patrol agents how migrants are tracked once they are released from the agency’s custody.
“The Border Patrol does not provide monitors. No other additional tracking is done at this time,” said a spokesman with the agency through email.
Additionally, ICE told KFOX14 it is nearing the number of participants enrolled in its Alternative to Detention (ATD) program.
ATD evaluates the circumstances for migrants to be placed on an ankle monitor for adult family members to report to an ICE office within seven days of reaching their asylum sponsor, said ICE.
Migrants who are not fitted for a GPS ankle monitor could be placed under a different electronic-tracking system, said ICE.
However, as of March 1, 98,000 participants were enrolled in ICE’s ATD program. The 2019 enacted funding bill supports 100,000 ATD participants, said a spokesman with ICE.
“The ATD program is funded through congressional appropriations. ICE cannot speculate about what the agency may do as the ATD program nears 100,000 participants,” said the spokesman.
According to ICE:
45,679 participants were enrolled in Global Positioning System.
44,678 participants were enrolled in Telephonic Reporting.
7,628 participants were enrolled in SmartLINK, an app that allows agents to track migrants.
Pregnant women, children and migrants with health conditions are not assigned ankle monitors.
