What does Mr. Powers mean? He says the cartels have fond a way to move drugs, people and product without molestation. Then at the close of the story he says he does not think intelligence will be caught off guard. Those two statements do not seem complementary. but rather contradictory.

Why continue destroying faith in government adequacy to perform, especially as a former agent?


It sets permanently a mindset that government remains incompetent, and boy, do I agree! For three decades it has been incompetent in service for the American citizen.
