The man fatally shot by police in suburban San Diego has been identified as Alfred Olango, a refugee from Uganda.
Agnes Hassan, originally from Sudan, said she spent time in a refugee camp with Olango.
She said they both suffered to get to the United States and described Olango as well-educated but mentally ill.
Olango's sister called police Tuesday afternoon and said he was acting erratically.
Two El Cajon officers who responded told him to raise his hands but police say instead Olango pulled something from his pocket and took what they described as a shooting stance.
One officer fired a Taser and the other shot Olango several times. Police later said Olango was unarmed.
Christopher Rice-Wilson, associated director of the civil rights group Alliance San Diego, questioned why one of the officers felt non-lethal force was appropriate while the other did not.
He was among those who identified Olango on Wednesday.

Demonstrators listened to civil rights figures and chanted "no killer cops" and "black lives matter" during a peaceful protest outside the El Cajon Police Department headquarters.
The Rev. Shane Harris said the man's sister had called 911 to report her brother was acting out and made clear he had mental issues.
"There were real issues with his mental health and that was part of the conversation," Harris said in an interview.
One officer fired an electronic stun gun and another officer simultaneously fired his firearm several times, El Cajon Police Chief Jeff Davis told reporters at a news conference late Tuesday night. Davis would not say what the object was, but acknowledged it was not a weapon.
Before police announced the death, dozens of protesters gathered at the shooting scene, with some claiming the man was shot with his hands raised. Police disputed that and produced a frame from a cellphone video taken by a witness that appeared to show the man in the "shooting stance" as two officers approached with weapons drawn.
The fatal shooting happened just weeks after black men were shot and killed by police in Tulsa, Oklahoma, and in Charlotte, North Carolina, where violent protests broke out.
Candles and flowers were left Wednesday at the scene of the Tuesday afternoon shooting, near bloodstains on the pavement.
The man shot often hung around the strip mall and frequently seemed "agitated but he was never aggressive toward me," said Victor Hauer, who works at a nearby convenience store and sometimes bought the man food or gave him a few dollars.
The protest in El Cajon Tuesday was angry but peaceful. Several dozen people, most of them black, gathered and some cursed at officers guarding the scene. They chanted "black lives matter!" and "hands up, don't shoot!"
Davis urged the community to remain calm and said the investigation will be thorough.
"This will be transparent," he said. "This will be looked at by multiple sets of eyes, and not just ours."
El Cajon is about 15 miles northeast of San Diego and has a population of about 100,000.
It is 69 percent white and 6 percent black, according to 2010 census figures, and has become a home for many refugees fleeing Iraq and, more recently, Syria.

Alfred Olango, victim of El Cajon police shooting, had felony convictions

EL CAJON, Calif. Details regarding the man who died after being shot by an El Cajon police officer Tuesday were emerging Wednesday.
The victim shot by an El Cajon police officer was 30-year-old Alfred Okwera Loango, but according friends and family he went by the name Alfred Olango.
The events that led to fatal confrontation began when officers were dispatched to investigate a report of a pedestrian behaving erratically and walking in traffic in a downtown district just east of Parkway Plaza mall. They contacted the man, later identified as Olango, behind a restaurant in the 700 block of Broadway, police Capt. Frank LaHaye said.

Moments later, one of the officers shot Olango with an electric stun gun, and the other opened fire with his service gun. Witnesses reported hearing about five gunshots.
Medics took the gravely wounded man to a hospital, where he was pronounced dead.
Public records show Olango moved to El Cajon in 2015 and prior to that the 38-year-old lived in Glendale, Arizona for an unknown amount of time. Olango was registered as head of household in San Diego beginning in 2005.
According to social media posts, Olango went to San Diego High School and attended Mesa College in San Marcos. On his own Facebook page, he listed his job as head chef at a San Diego-area Hooters restaurant. He also listed his place of birth as Gulu, Uganda.
Olango was no stranger to the criminal justice system, according to public records. He had several convictions in the past including three felonies. His record dates back to 1998 with multiple misdemeanor violations some relating to driving with a suspended license.
More seriously, court documents reveal two felony convictions in 2000 relating to possession of a stolen 9 mm semi-automatic pistol and possession of a controlled substance cocaine - with intent to sell.
These cases were prosecuted in California. After "time served," Olango was sentenced to three years of probation.
In 2005, Olanga was prosecuted in Colorado for being a felon in possession of a firearm and unlawful transfer meaning he carried a firearm across state lines. Its unclear if Olango served time in jail for the conviction.
No public records were filed regarding his alleged mental disability.

A young white male just walked up to the TV 10 female reporter on the scene and asked if he should wear his Make America Great hat into the crowd. She told him that might not be a good idea. He said "I have a right to wear it". She said, Yes, but there might be consequences. He put it on and walked into the middle of the crowd. A woman started yelling at him. So he hit the woman. Then a bunch of guys jumped on him for hitting the woman. Some of the crowd tried to protect him and get him out of the area. He was last seen running for his life. He had parked his car in a liquor store parking lot so they had his car towed because he was trying to incite trouble. They had video of most of this on TV 10 San Diego. I don't know if any of the other stations got any of this action. I'll watch for written coverage of this.

An unarmed black man fatally shot by police in El Cajon, Calif., Tuesday pointed a vape smoking device at them, police said in a statement Wednesday night.
Police also positively identified the man as Alfred Okwera Olango, the name under which he has been identified by some media organizations. He was 38-years-old, based on information they received from the San Diego County Medical Examiner's Office, and not 30, as was indicated by police initially.
Police shot and killed Olango in this suburb of San Diego after responding to a call of a man behaving erratically and walking in traffic.
The vape smoking device had a silver cylinder that was three inches long and one inch wide, police said. The electronic cigarette was collected as evidence from the scene, according to the statement.
Police also said that members of the police agency's Psychiatric Emergency Response Team may accompany police on calls, but the team was on a different call and not available when police responded to the call regarding Olango.
Tensions in the Southern California community erupted after the shooting of the man identified by various news organizations as Alfred Olango, 30. A woman identifying herself as Olango's sister is quoted on a YouTube video as saying that her brother suffered mental challenges and that she telephoned authorities three times to help her in subduing him. The woman, who is not identified by name, has told reporters that her brother was walking in traffic.
"They shouldn't have called police they should have called crisis communications," the woman is heard saying on the video as she sits on a curb, her head in her hands. The ambulance carrying the man has already driven away, without her.
"They just killed him," she said, weeping.
Police said in an update published via Twitter Wednesday night that one witness voluntarily stepped forward to offer cell phone video they'd recorded during the incident. No one was ever instructed to hand over cell phones in the aftermath, according to the update. Immediately after first reports of the shooting, one news organization reported that nearby witnesses had been ordered to hand over their cell phones.
Protesters were marching Wednesday afternoon in the area of the shooting, the El Cajon Police Department said via Twitter, asking members of the public to avoid that area.
Police did not respond to a message left Wednesday on the cellphone of the department's public information officer.
The San Diego district attorney's office is investigating the shooting, as it does with all officer-involved shootings, agency public affairs officer Tanya Sierra told USA TODAY in an email.
Late Tuesday night local time, El Cajon police released a statement saying police responded shortly after 2 p.m. Tuesday to calls of a man who was "not acting like himself."
"The subject refused multiple instructions by the first officer on scene to remove his concealed hand from his pocket," the statement read.
That officer drew his gun, according to the statement.
A second officer arrived on the scene with an electronic stun gun and the man paced while both officers attempted to talk to him.
El Cajon Police Chief Jeff Davis said at a news conference:
"At one point the male rapidly drew an object from his front pants pocket, placed both hands together on it and extended it rapidly towards the officer taking what appeared to be a shooting stance, putting the object in the officer's face," El Cajon Police Chief Jeff Davis told reporters.
"At this time, one of the officers discharged his Taser in an effort to subdue the subject," Davis said. "Simultaneously, the officer who had the object pointed at him discharged his firearm, striking the male."
According to the police statement, the second officer fired several times.
Officers are reviewing the video, Davis said.
One man who said he was a witness, and who is seen on video posted on Twitter by a San Diego Union-Tribune reporter, says the shooting victim had his hands up when police shot him.
El Cajon police, however, said via Twitter that preliminary investigation indicates the man's hands were not up at the time of the incident.

Hmm, sort of sounds like a liberal plant, doesn't he ..... or maybe just a crazy liberal with an agenda designed to besmirch Trump? I say that because it is odd that he purposely drew media attention to himself before wading into the crowd with his Trump hat on and striking a protester. What person in the right frame of mind would do such a thing?

The Latest on the fatal shooting of an unarmed black man in El Cajon, California (all times are local):

U.S. authorities tried twice to deport the unarmed black man fatally shot by police in El Cajon, California, but his native Uganda refused to take him.
The U.S. Immigration and Customs Enforcement said Thursday in a statement to The Associated Press that Alfred Olango stopped reporting to officers in February 2015. Spokeswoman Virginia Kice didn't know if officers tried to find him after that.
Olango arrived as a refugee in 1991 and was ordered deported in 2002 after being convicted on drug charges. He was released under a U.S. Supreme Court ruling barring detention of foreign nationals if deportation is unlikely.
Immigration authorities took Olango into custody in 2009 after a firearms conviction but were again unable to obtain travel documents.
1:30 a.m.
It took more than an hour for police to arrive at the shopping center in a San Diego suburb where a distressed black man had been wandering into traffic. It took about a minute for him to be shot and killed.
Alfred Olango pulled a large electronic cigarette, known as a vape pen, from his pocket and pointed at the police officer who fired, while a second officer stood nearby trying to subdue him with a stun gun, El Cajon police said.
The details emerged Wednesday in the shooting of Olango, who was having an emotional breakdown over the recent death of his best friend, an attorney said.
