ICE is federal, not a state. The don't just show up without implicit approval of the federal government. Of course Bush had something to do with it, however small.

The Bush administration HAD NOTHING to do with the enforcement. IT SHOULD BE CREDITED TO THE INDIVIDUAL STATES who have passed many laws to keep illegal immigrants from getting licenses, jobs, benefits, and other measures to make it harder for illegal immigrants to remain in the country. Local and state police and their cooperation working with ICE should receive alot of credit too. BUT NOT BUSH.
