The article is wrong the law says,

    2263.

    (a) The Department of Motor Vehicles, in consultation with the Secretary of State, shall establish a schedule and method for the department to electronically provide to the Secretary of State the records specified in this section.
    (b) (1) The department shall provide to the Secretary of State, in a manner and method to be determined by the department in consultation with the Secretary of State, the following information associated with each person who submits an application for a driver’s license or identification card pursuant to Section 12800, 12815, or 13000 of the Vehicle Code, or who notifies the department of a change of address pursuant to Section 14600 of the Vehicle Code:
    (A) Name.
    (B) Date of birth.
    (C) Either or both of the following, as contained in the department’s records:
    (i) Residence address.
    (ii) Mailing address.
    (D) Digitized signature, as described in Section 12950.5 of the Vehicle Code.
    (E) Telephone number, if available.
    (F) Email address, if available.
    (G) Language preference.
    (H) Political party preference.
    (I) Whether the person chooses to become a permanent vote by mail voter.
    (J) Whether the person affirmatively declined to become registered to vote during a transaction with the department.
    (K) A notation that the applicant has attested that he or she meets all voter eligibility requirements, including United States citizenship, specified in Section 2101.
    (L) Other information specified in regulations implementing this chapter.

The strange thing is that the DMV is required to certify that the every applicant has attested to being eligible to vote but doesn't require that any applicant actually do so.

. . . Some concern has been raised that Motor Voter will lead to voter fraud in the shape of illegal immigrants casting ballots. That’s a nonstarter. The DMV already screens out noncitizens who have AB 60 driver’s licenses. And, the DMV is prohibited from sending the Secretary of State records belonging to anyone who can’t satisfy voter eligibility requirements, including AB 60 applicants. . .

Why do you believe these people, JohnDoe2? These are the politicians giving drivers licenses to illegal aliens, illegal aliens who aren't even supposed to be in our country, who will use their drivers license to steal jobs and sign up for benefits. To think the people behind this aren't scheming to give them voting rights along with their jobs and benefits makes no sense to me.

My neighbor has worked for CA. D.M.V. for more than 20 years.
She teaches the class for other employees on how the voter registration system works.
I feel confident that she has more first hand knowledge of what is happening than you do.

OK, California has a law which says that all driver's license applicants must be registered to vote and assumed to have attested as eligible. We also have the claim of this article to the contrary quoted above. What is the legal basis for these actions in the quote? It seems to me that the new law has superseded them.
