UPDATE: MCSO arrested three teenagers in what is being described as a "copycat" incident in which car windows were shot out on Valley surface streets. DPS officials said it appears unrelated to recent freeway shootings on Interstate 10.
---
The Maricopa County Sheriff's Office announced Sunday morning it plans to release information on two recent arrests made in connection to shot-out vehicle windows on city surface streets Saturday night in the East Valley.
Sheriff's office spokesman Dept. Joaquin Enriquez said the press conference will be held at the Maricopa County Sheriff's Office headquarters at 1 p.m. in downtown Phoenix.
The Department of Public Safety Director Col. Frank Milstead will also be in attendance to provide an update in the series of freeway shootings that have taken place along Interstate 10 since Aug. 29.
Bart Graves, a spokesman for the DPS said the investigation is not finished "by any stretch of the imagination."

Saturday, Milstead released a statement:

3 'copycats' arrested for shooting rocks at cars with slingshot
Suspects likely not connected to freeway shootings

MARICOPA COUNTY, AZ - Three 18-year-olds were arrested in the East Valley on Saturday night after shooting rocks at cars and pedestrians with a slingshot, the Maricopa County Sheriff’s Office said.
SPECIAL SECTION: Freeway shootings in the Valley
According to the Arizona Department of Public Safety, the teenagers are likely “copycats” and not connected to a string of recent freeway shootings.
Sheriff Joe Arpaio said a witness inside a car that had its window shattered led authorities to the suspects by providing a license plate number.
LIST: Where and when the I-10 shootings have occurred
“These are just some kids that were out thinking that maybe they’d come up with some good idea, and my message there to kids thinking it’s kind of cool to do this, and let’s see what we can do: they’re all in jail, and they have probably impacted their life negatively for some time to come,” DPS Director Frank Milstead said.
TIMELINE: 11 reported incidents within two weeks
DPS is urging drivers to stay vigilant as they continue to investigate 11 confirmed freeway shooting cases.
No confirmed freeway shooting incidents have been reported since Thursday, and the Department of Public Safety determined that a truck with a broken rear window in the West Valley Saturday was not part of the ongoing investigation.
Milstead said out of the 11 cases, some were shootings, others involved “projectiles,” and at least one appeared to be caused by road rage.

He said the watch center has received 850 leads.
A person of interest in the case is still in custody on an unrelated marijuana possession charge. Oscar de la Torrez Munoz, 19, of Phoenix, was detained Friday at a convenience store near Interstate 10.
Authorities have not said what led them to question Munoz.

Sheriff Joe Arpaio said a witness inside a car that had its window shattered led authorities to the suspects by providing a license plate number. The teens admitted to targeting six pedestrians and seven cars near South Ellsworth Road and S.R. 24, Arpaio said.
The teens were charged with criminal damage and conspiracy. Authorities have not released their names.
According to the Arizona Department of Public Safety, the teenagers are likely “copycats” and not connected to a string of recent freeway shootings.

Who is Oscar de la Torre Munoz? A look at the 19-year-old's past
MaryEllen Resendez 3:29 PM, Sep 14, 2015
As the Department of Public Safety continues their search for the freeway shooter, 19-year-old Oscar de la Torre Munoz is not off the hook.
DPS would not comment on whether or not they were running ballistic tests on the guns found in his home, and this isn't the first time officials have him a visited him at home.
LIST: When and where the freeway shootings have occurred
According to court papers, last May de la Torre led DPS on a high speed chase east bound on Interstate 10 in the West Valley.
A DPS officer reported he first spotted a red Ford Mustang driving at 100 mph near State Route 303 and I-10. When he tried to pull the driver over, the driver slowed down to 70 mph then took off reaching speeds of 140.
For safety reasons, the officer reported de la Torre slowed down his speed, and the officer was able to run the license plates which registered to an Avondale home where the 19-year-old lives.
INTERACTIVE: Shootings timeline
DPS officers said when they went to the home, de la Torre's father answered the door and told officers his son Oscar was driving the red Ford Mustang.
De la Torre was charged with unlawful flight and later plead guilty to a lesser charge of endangerment.
He was sentenced to probation on Thursday September 10, less than 24 hours before DPS ascended on his home in connection to the freeway shootings.
De la Torre made his first appearance in court, and while there only spoke his name and birthday.
He is not currently charged in the shootings, instead he is facing unrelated drug and weapon charges in violation to his probation.
DPS spokesperson Bart Graves told ABC15 de la Torre remains a person of interest in the case and will be in custody until his next court date on Friday, September 18.
